Public Works achieves this through six major operating divisions Administration, Engineering, Survey, Development Services, Heavy Equipment Shop and Operations/Roads. The Department strives to be the leading Public Works Department through innovative stewardship of infrastructure and environment. The ideal candidate is an experienced public works professional with exceptional leadership, interpersonal, and project management skills. The desired individual will be flexible and able to quickly build credibility and positive relationships. The Public Works Department is a team-orientated environment that focuses on overall department progress. The Deputy Director will serve as a mentor and develop and encourage staff to make decisions.

Typical Tasks - Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department;
- Develops and implements policies, programs, practices, and procedures for the Operations group maintaining those facilities;
- Conducts special studies as needed and evaluates the effectiveness and efficiency of department operations, including the establishment of short- and long-term priorities to meet departmental goals;
- Directs and provides oversight of activities of department supervisors and staff, including assignment of workload and work schedules.
- Oversees the Traffic Engineering Division, which handles traffic signals, signs, and parking management. Traffic Engineering staff collects and analyzes traffic collision, traffic volume, and speed data and conducts various traffic engineering studies and analyses.
- Supervisory duties including, but not limited to, instruction, mentoring, review and planning of work, maintaining standards, coordination of activities, allocation of personnel, interviewing and selecting new employees, administration and/or resolution of employee issues and problems, approval of employee performance evaluations, position control, discipline actions, and discharges;
- Provides consultant oversight, coordinates and chairs assigned committees, coordinates and prepares board agenda items, attends/participates in Project Development Team Meetings, and coordinates agreements between agencies;
- Performs related duties as required.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience) KNOWLEDGE - Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources;
- Design: Knowledge of design techniques, tools, and principles involved in the production of precision technical plans, blueprints, drawings, and models;
- Building and Construction: Knowledge of materials, methods, and the tools involved in the construction or repair of structures such as highways and roads;
- Law and Government: Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
SKILLS/ABILITIES - Team Building: Coordinate the efforts of several teams, divisions, departments, agencies, utility companies, or consultants to successfully deliver a project on schedule within budget;
- Complex Problem Solving: Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions;
- Judgment and Decision Making: Considering the relative costs and benefits of potential actions to choose the most appropriate one;
- Management of Personnel Resources: Motivating, developing, and directing people as they work, identifying the best people for the job;
- Accountability: Exercise responsibility, take initiative, independently analyze and use prudent judgment in solving higher-level issues and problems;
- Written Expression: The ability to communicate information and ideas in writing so others will understand.
We recognize your time is valuable, please only apply if you meet the following required qualifications. EDUCATION/EXPERIENCE - A bachelor’s degree from an accredited college or university in Civil Engineer or related field, and
- Five (5) years of increasingly responsible management experience in the planning, design, and delivery of engineering services, including utilities, street design, and/or traffic operations. Three (3) of the five (5) years must be at the senior management level or above.
*Professional Engineering (PE) license can be substituted for the required four-year degree.

- Five (5) years of experience in land development, subdivision map act and/or traffic engineering OR
- Five (5) years of local government agency experience in Public Works

Unless otherwise provided, this position is part of the Unclassified Service of the County and considered “at will” for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.
