DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Appraisal Division within Houston Public Works (HPW), Real Estate Services (RES), provides general supervision and coordination of real estate appraisal and valuation activities related to the disposition of City of Houston real property interests, as well as the acquisition of land and/or property rights for both public and private projects. In carrying out these responsibilities, HPW-Appraisal coordinates with the Land Acquisition and Asset Management divisions, other internal service lines, external departments, and the Mayor’s Office to support City-wide real estate and infrastructure initiatives.
RESPONSIBILITIES:- Prepares Appraisal Services Proposals for engaging independent fee appraisers.
- Prepares Probable Price Range Summaries and Appraisal Cost/Timing Memo’s.
- Prepares and emails Appraiser Availability Requests.
- Reviews appraisal reports for accuracy, government and USPAP compliance.
- Frequently consults with fee appraisers on appraisal clarification and integrity.
- Prepares response memos on counteroffers from owners/stakeholders.
- Reviews information from Surveyors, Engineers and RES Divisions.
- Requests for additional information as needed for fee appraisers to render a credible value conclusion.
- Inputs requisite data/records into the Citywide Information Management System (CIMS) database.
- May perform staff appraisals for City property sale transactions of less than $50,000.
- May prepare Internal Real Estate Cost Estimates.
- Mentors less experienced staff appraisers.
- Performs other duties as assigned.
- Must have a working and functional knowledge of real-estate appraisal principles and terminology.
- Valid Texas Driver’s License required and able to drive a common passenger vehicle for site visits.
WORKING CONDITIONS The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.
This is a Department of Houston Public Works Management position at the Tier III Level. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTS Four (4) years of professional experience in real estate activities, design or a closely related experience are required.
Substitution: Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None.
PREFERENCES- Four (4) years or more of experience in commercial real estate appraisal with a minimum of 1 year of commercial real estate appraisal review.
- One (1) year or more of condemnation appraisal experience and/or one (1) year or more of condemnation (eminent domain) appraisal review experience.
- Proficiency in MS 365 (Word, Excel and Outlook). Working knowledge in PowerPoint. Experience with other MS products is an advantage.
- Highly developed written and verbal communication skills are expected.
