Description

Vacancy is in the Housing Division of the Department of Development Services. Under general supervision, manages and coordinates housing rehabilitation projects and provides technical assistance to property owners participating in code enforcement and urban renewal programs. This position acts as a liaison between property owners and contractors, ensuring that improvements, alterations, and additions to residential structures comply with state and local codes, ordinances, and funding requirements. Conducts comprehensive inspections of eligible properties to determine rehabilitation needs. Prepares detailed work specifications and cost estimates for improvements, ensuring accuracy, feasibility, and alignment with program guidelines. Prepares and distributes bid documents to contractors, facilitates the bidding process, evaluates submitted bids, and recommends contract awards. Supervises and inspects renovation work in progress and upon completion to ensure conformance with contract specifications, quality standards, and authorization for payment. Coordinates with building and code enforcement officials to ensure all projects achieve full compliance with applicable codes, ordinances, and health/safety regulations. Monitors and documents construction progress, reviews and advises staff on change order requests authorizes funds for completed work and maintains necessary records and reports. Explains program guidelines, design requirements, and construction processes to property owners and applicants; responds to inquiries and fosters cooperative relationships. May supervise subordinate personnel as assigned.

This is a HMEA Union position and hours of work are 40 per week. The above salary includes 5% in lieu of overtime.

Work is performed in both an office environment and in various community settings, requiring travel to inspection sites.

The physical demands of this position require sitting for long periods of time and repetitive use of hands; occasional walking, standing, bending and twisting of the neck, bending and twisting of the waist, squatting, grasping, reaching above and below shoulder level, and lifting and/or carrying of objects weighing up to 10 pounds. Incumbents may be required to: navigate construction sites; wear protective gear; and be exposed to inclement weather conditions.

Qualifications

Open to all qualified applicants who meet the following qualifications:

Graduation from high school or vocational school AND Five (5) years of progressively responsible experience in the home or building construction industry or in housing rehabilitation services, at least two (2) years must have been in a supervisor or lead capacity.

OR

Graduation from high school or vocational school AND Two (2) years of experience as a City of Hartford Housing Rehabilitation Specialist I.

A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE ATTACHED TO OUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.

Licenses; Certifications; Special Requirements
Must possess and maintain a valid driver's license.

Must obtain a Lead Renovation, Repair, and Painting (RRP) certification within six (6) months of employment and maintain for the duration of employment.

A COPY OF YOUR VALID DRIVER'S LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION.

If selected, you will be required to pass a physical examination administered by a city physician, a drug and alcohol screening, and a background check. If appointed, you will serve 12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
