The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 (McKinnor) , which requires the County to report on high vacancy rates and recruitment efforts. This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services. We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support. The Internal Services Department (ISD) is seeking qualified candidates to fill emergency vacancies for the position of Section Manager, Administration, ISD. These openings are within the Internal Affair/Audit Section and the Performance Management Section. This is part of an effort to stabilize critical services and accelerate hiring in high-need areas.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Section Manager, Administration, ISD (Internal Affair/Audit Section or Performance Management Section).

Essential Job Functions

Manages a central organizational section (Internal Investigations and Audits or Performance Management and Employee Relations).

Assigns, supervises, and manages the work of supervisors and staff.

Develops procedures and processes.

Acts as a contact person or departmental representative on County or department-wide initiatives for equity matters.

Prepares reports (e.g., section reports, planning reports, progress reports), special correspondence and studies.

Conducts the most complex investigations and addresses the most confidential matters affecting the department.

Provides guidance and consultation to internal customers on all matters affecting the department’s Equity-EEO/Employee Relations/Performance Management.

Performs special projects/assignments as needed.
Performs internal audits of County departments, covering financial processes, internal controls, program effectiveness. Identifies control weaknesses, compliance lapses, and opportunities for improvement. Makes recommendations to strengthen controls and process improvements.

Requirements

SELECTION REQUIREMENTS :

Three (3) years of experience in an administrative, management or highly responsible staff capacity at the level of Administrative Services Manager II* or higher, dealing with the investigation and solution of personnel, governmental or similar complex problems.

*Experience at the level of Los Angeles County's class of Administrative Services Manager II is defined as supervises a unit of analysts responsible for performing a full range of difficult to complex analytical assignments within one or more administrative functional areas and makes recommendations on highly complex issues which directly impact departmental programs and administrative operations, and which may be of a confidential or sensitive nature.

LICENSE:

PHYSICAL CLASS:
2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
