DescriptionBE PART OF SOMETHING AMAZINGThe County of Ventura offers an attractive compensation and benefits package:- General Salary Increase - 3.5% effective December 20, 2026, and on December 19, 2027.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
- Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level Ill).
- Flexible Workweek - We support work life balance by offering compressed work (e.g., 9/80 workweek).
- Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
- Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
- Vacation Redemption - After 10,400 hours of continuous County service (approximately five (5) years), an employee may elect to “cash in” or redeem up to 120 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Health Insurance- Full-time regular employees are provided an annual flexible credit allowance of up to$26,626.86 to help offset the cost of medical insurance for themselves and their eligible dependents.
- Employee only - $463.99 per biweekly pay period
- Employee plus one dependent - $834.32 per biweekly pay period
- Employee plus family - $1,024.11 per biweekly pay period.
- Dental and Vision - Dental and Vision insurance is free for all employees enrolled in a County-sponsored dental and/or vision plan.
- Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan - Participation in the County’s defined benefit plan, which has reciprocity with CalPERS.

THE AGENCYThe primary goal of the Resource Management Agency (RMA) is to protect the health, safety, and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation. RMA includes five divisions: Environmental Health, Planning, Building & Safety, Code Compliance, and Operations/GIS.

THE DIVISIONThe mission of the Environmental Health Division is to protect public health and the environment by ensuring conformance with State laws and County ordinances pertaining to the following programs: food protection, hazardous materials, hazardous waste, onsite wastewater treatment systems, land use, medical waste, ocean water quality monitoring, recreational health, solid waste, underground storage tanks, and vector control.
THE POSITION:Under immediate to general supervision, performs work leading to the acquisition of a thorough knowledge of applicable codes, laws, regulations, practices, ordinances and policies in the Environmental Health Division of the Resource Management Agency. The current vacancy exists in the Division's Technical Services Section - Ocean Water Quality Monitoring Program.
The successful candidate will have customer service experience in providing services to the public, have knowledge of the Environmental Health Division's programs and processes, possess good interpersonal skills to effectively communicate with the public, managers, employees, and other agencies, be an excellent team player and have proficient computer skills including data base and file tracking systems.
The ideal candidate will have a Bachelor’s degree in Environmental Health or a related field, be proficient in the use of Microsoft Office 365 and have two (2) years' customer service experience both by phone and in-person. The candidate will be proficient in computer data entry.
PAYROLL TITLES AND APPROXIMATE SALARIES:Resource Management Agency Technician I - Environmental Health $25.96 - $36.25 per hour
Resource Management Agency Technician II - Environmental Health $27.82- $38.85 per hour
Resource Management Agency Technician I and II’s are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.
Note: If appointed at the lower level, incumbents may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with business needs of the department.

Examples Of DutiesDuties may include, but are not limited to the following:
- Conducts ocean water sample collection and transportation in conformance with the Ocean Water Quality Monitoring Program requirements.
- Makes inspections depending on assignment of recreational areas and bathing places, onsite wastewater treatment systems, solid waste disposal sites; evaluates environmental factors to assure compliance with state and local laws; gives instructions for correction of deficiencies and violations; and sures voluntary compliance.
- Advises the public, design professionals and contractors at both the Environmental Health Division public counter and by telephone on applicable ordinances, regulations, policies and procedures.
- Reviews permit applications for accuracy and completeness and assists the public in submitting these documents according to division procedures.
- Researches files and database records to assist and respond to public information requests for records review and customers submitting applications for permits.
- Maintains files and records for all Environmental Health Division programs in both paper and electronic format, including maintenance of computer database records for regulated facilities and construction permits.
- Prepares correspondence for Environmental Health Division staff on submitted documents and prepares notices and reports for filing with the Board of Supervisors.
- Receives complaints from the public for all Environmental Health Programs and enters them into a computer tracking database for handling by inspector staff.
- Calculates and collects fees for permit applications and annual permit payments in accordance with applicable county ordinances.
- Performs other related duties as assigned.
Typical QualificationsThese are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE:Some experience in environmental health which has led to the acquisition of the required knowledge and abilities. An example of qualifying education/experience is:
RMA Technician I - Environmental HealthSix (6) months experience in environmental health or a related discipline which has led to the acquisition of the required knowledge and abilities;
OR Completion of some college coursework in environmental health, biology, chemistry, microbiology, zoology, or a related discipline. Possession of an associate degree with emphasis in biology, chemistry, microbiology, zoology, or a related field is desired.
RMA Technician II - Environmental HealthCompletion of an Associate of Science degree with emphasis in biology, chemistry, microbiology, zoology or a related field AND six (6) months of experience in a related environmental health discipline, OR possession of a related bachelor’s degree
NECESSARY SPECIAL REQUIREMENTS: - Must be able to obtain, prior to appointment, and maintain a valid California driver license.
- Some knowledge, education or experience in Environmental Health Division programs and services.
- Experience organizing work projects, managing multiple tasks and deadlines with minimal supervision.
- Experience performing customer service both over the phone and at a public counter
- Intermediate proficiency of Microsoft Office 365 including Word and Excel.
- Experience preparing written documentation in a business environment, such as correspondence, manuals, project updates, reports and technical documents.
- Experience with computer programs, including input and generating reports from databases.
- Experience working in a team environment.
DESIRED: - Bachelor's degree in Environmental Health or a related field.
- Bilingual skills (English/Spanish)
- Experience initiating service requests and permit applications.
- Two (2) years of customer service experience.
- Some proficiency with Microsoft Outlook, Access and PowerPoint.
- Experience with maintaining online database systems and website updates.
KNOWLEDGE, SKILLS, and ABILITIES:Some to working knowledge of: ordinances, policies and procedures related to environmental health; environmental health methods and terminology; environmental health programs or services; federal, state and local laws and regulations related to environmental health practices; and computer programs, including input and generating reports from database systems.
Some to working ability to: collect, interpret and evaluate data; understand local ordinances; prepare reasonably clear and concise written reports; communicate effectively orally and in writing; establish and maintain effective relationships with the public and other employees on a team; and organize work projects, managing multiple tasks and deadlines with minimal supervision.
Some to working skill in: customer services skills and cash handling, including reconciliation procedures; intermediate proficiency of Microsoft Office 365 including Word and Excel.
PHYSICAL DEMANDS: Work is performed in an office environment and in the field and may require occasional exposure to hazardous conditions and moderate physical demands while making inspections. Also requires occasional driving, walking, pushing/pulling, crouching, kneeling, balancing and keyboard entry.

Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low and may result in them not advancing in the process.
NOTE: In a typical T&E evaluation, your training and experience are evaluated in relation to the background, experience, and factors identified for successful job performance during a job analysis. ORAL EXAMINATION - 100%:A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three or fewer qualified applicants, an oral examination will not be conducted. Instead, a score will be assigned to each application based on established criteria. Such score will be considered the final score for placement on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent and Extra Help vacancies for this and similar positions within the Resource Management Agency.
