THE POSITION

Accounting Technician ($28.24 - $39.54/hourly): Under general supervision, performs full-charge bookkeeping and para-professional accounting work requiring evaluation and analysis of financial or fiscal data for a specified assigned area; examines, reconciles, and adjusts accounting records from subsidiary ledgers to the general ledger; makes adjustments to correct posting errors and misclassified transactions; prepares periodic summaries of financial transactions including trial balances, revenue and expense statements, and statistical, cost and operating reports to support annual reports to federal and state agencies.

The Accounting Technician is the fully experienced/journey-level classification in the Accounting Technician series, competent to independently perform the full range of duties assigned to the classification. This classification performs the full range of duties as a journey level full-charge bookkeeper in the maintenance of a departmental or agency accounting system. This classification is distinguished from the Sr. Accounting Technician in that positions assigned to the advanced journey level classification perform more complex work requiring a specialized technical or functional expertise.

Senior Accounting Technician ($30.30 - $42.50/hourly): Under direction, performs complex full-charge bookkeeping and para-professional accounting work requiring evaluation and analysis of financial or fiscal data for assigned fiscal program area; plans, leads, schedules, assigns, monitors and reviews the work of assigned technical and clerical staff; examines, reconciles, and adjusts accounting records from subsidiary ledgers to the general ledger; makes adjustments to correct posting errors and misclassified transactions; prepares periodic summaries of financial transactions including trial balances, revenue and expense statements, and statistical, cost and operating reports to support annual reports to federal and state agencies.

Senior Accounting Technician is the advanced journey level in the Accounting Technician series; positions at this level perform the more complex duties and responsibilities, exercising a significant level of independent judgment in the performance of their duties; work assigned to this advanced level requires a specialized technical or functional expertise beyond the journey level, requiring a higher level of analysis and evaluation such as more complex bank and trust account reconciliations, cost apportionments and cost analyses; positions may also be assigned functional, technical and lead supervisory duties over lower level staff when such assignments are a formal organizational responsibility, supervising at least three subordinate staff members.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Accounting Technicians and Senior Accounting Technicians are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING AND EXPERIENCE
Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience includes:

Accounting Technician: Two (2) years of progressively responsible accounting or full-charge bookkeeping experience with responsibility for the maintenance of books through trial balance;
OR
Two (2) years of experience as a Senior Accounting Assistant for the County of Ventura.

Senior Accounting Technician: Three (3) years of progressively responsible accounting or full-charge bookkeeping experience with responsibility for the maintenance of books through trial balance;
OR
Two (2) years' experience as an Accounting Technician for the County of Ventura.

Education/Experience Substitution for both levels: Six (6) semester units of college-level accounting coursework may be substituted for up to one (1) year of the required experience.


OTHER REQUIREMENTS
If you are substituting education for experience (up to one year), verification of the college-level coursework is required.
Transcripts or grade reports from an accredited college or university which reflect passing grades in related subject areas must be submitted to County of Ventura, Human Resources within three (3) business days of the recruitment closing date.

WRITTEN EXAMINATION - 100%: An un-proctored, internet-based job-related written examination will be conducted to test applicants’ knowledge, skills, and abilities in relation to the position, including accounting, math and computers. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

VALIDATING PROCTORED WRITTEN EXAM: Offers of employment may be conditional to the candidate until taking and passing an on-site, proctored exam similar to the un-proctored, internet-based exam.

ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies.

SELECTION INTERVIEW: When a position becomes available, applicants are referred to the employing department for interviews beginning with the highest scoring applicants, moving down the list from the top until the available positions are filled.

BACKGROUND INVESTIGATION: A thorough post offer, pre-employment background investigation which may include inquiry into past employment, education, criminal background information, and driving record will be required for this position.
