ABOUT THE POSITION

The Clark County Department of Human Resources is seeking qualified candidates to apply for the the position of Senior Human Resources Analyst (Class and Compensation). This Senior HRA is a dual role and will be utilized for cross-functional support for Recruitment specifically for Clark County Fire Department (IAFF Local 1908).

Class and Compensation:
This position serves as a subject matter expert in classification and compensation and is responsible for conducting complex organizational, classification, and compensation studies. Duties include analyzing position responsibilities, evaluating job classifications, and developing and revising class specifications to ensure alignment with operational needs and organizational structure. The incumbent conducts comprehensive salary and total compensation analyses, including market benchmarking, internal equity reviews, and analyzes position duties, responsibilities, scope, and impact to determine the appropriate job titles and salary schedules, and provides well-supported recommendations to executive leadership.

This role requires the ability to interpret and apply compensation philosophies within a public sector, unionized environment, ensuring compliance with applicable policies, procedures, and collective bargaining agreements. The position also partners closely with departments to provide consultation on organizational design, position management, and classification strategy, requiring strong analytical skills and the ability to translate complex data into clear, defensible recommendations.

Recruitment (Clark County Fire Department - IAFF Local 1908):
In addition to Class & Compensation responsibilities, this position provides critical recruitment support for the Clark County Fire Department in a high-volume, highly specialized environment. This includes coordinating and executing recruitments for both entry-level and promotional processes to high level positions (i.e. Captain, Battalion Chief, etc.) many of which are governed by collective bargaining agreements and require strict adherence to negotiated procedures and timelines.

The incumbent will collaborate with department leadership to develop and implement recruitment strategies by supporting key phases of the recruitment process and ensuring a fair, consistent, and legally compliant selection framework. This role plays a critical part in complex, union-supported recruitments, requiring a working knowledge of collective bargaining agreements and related labor considerations. Responsibilities include coordinating written and practical examinations, working with third-party testing vendors, facilitating structured interviews and assessment processes, and participating in on-site evaluations, including Fire Engineer practical examinations.

This role requires a strong working knowledge of merit-based hiring principles, experience navigating union environments, and the ability to balance operational demands with contractual obligations. The successful candidate must be detail-oriented, adaptable, and capable of managing competing priorities while maintaining a high level of customer service for both internal stakeholders and external candidates.

Ideal Candidate:
The successful candidate will possess advanced analytical skills and the ability to clearly articulate and defend recommendations related to classification, compensation, and recruitment decisions. Experience in public sector human resources, particularly within a large, unionized organization, is highly desirable. The ability to navigate complex and sensitive personnel matters with professionalism, sound judgment, and a solutions-oriented approach is essential.

MINIMUM REQUIREMENTS

Education and Experience:

Bachelor's Degree in Human Resources, Business, Public Administration, Social Sciences or related field AND four (4) years of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment (i.e., employee/labor relations, employee/organizational development, recruitment/selection or classification/compensation). Associate's Degree (OR 60 credits) in above related fields AND six (6) years of full-time professional experience in above functional areas of human resources may be considered. Additional college level education may be substituted for the experience on a year-for-year basis up to two (2) years. Experience in more than one functional area of human resources and/or experience in a public agency setting are desirable.
