Description

Overview

The Utilities Work Coordinator practices safe, efficient, and effective operation of one or more large or medium-sized wastewater treatment plants. This position ensures that wastewater treatment plants meet the limits of all regulations including but not limited to those associated with the Clean Water Act, Clean Air Act, and other rules and regulations promulgated by the TCEQ and other regulatory agencies.

Responsibilities

• Prepares monthly reports required by discharge permits

• Responds to requests of regulatory agencies regarding facility inspections and permit violations

• Oversee performance of sampling and analysis of wastewater in various stages of the treatment process and ensure proper protocols are in place for wastewater treatment process control

• Assists in development of operating budgets

• Monitors purchases of materials and equipment to maintain quality control and compliance with City financial policies

• Maintains adequate supplies of all materials and equipment, including disinfection and sludge de-watering chemicals for one or more wastewater treatment plants

• Reviews and approves work requests, establishes priorities, assigns tasks, and evaluates completed work and on-the-job training documentation

• Use the computerized work management system to ensure accurate documentation of planned and emergency work including associated on-the-job training requirements

• Participates in regular strategic planning, multi-skilled worker training planning, and root cause analysis sessions with Plant Managers, Superintendents, Planner Schedulers, and other Work Coordinators

• Works with project managers, contractors, representatives, and engineers to ensure effective execution of projects and work assignments

• Assists in the hiring process, developing job descriptions, job analysis, and pre-employment interview questionnaires, and conducting pre-employment interviews

• Provides technical leadership and training to a multi-skilled workforce while supervising and monitoring employee performance across various levels

• Assists with employee discipline, policy development, and the preparation of payroll records for plant staff

• Conducts educational tours and delivers presentations for the public and schools

• Performs additional duties as assigned

Position Type and Typical Hours of Work

• Exempt - Full-Time - 40-hour work week

• Must be available to work additional hours as needed

• Flexibility to work evenings, weekends, and holidays is a schedule requirement

• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications

• High School Diploma/GED & six (6) years of experience

or

• Bachelor's Degree (BA/BS) & two (2) years of experience

Licenses and Certifications

Required

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

• High School/GED+ 6 yrs applicants must have at least 1 of the TCEQ licenses at time of hire - Water C Operator or Wastewater C Operator or Water Distribution Operator C or Wastewater Collection Operator II

• Bachelor's In a field approved by TCEQ + 2 yrs. Exp must have at least 1 license within 18 months of hire - Water C Operator or Wastewater C Operator or Water Distribution Operator C or Wastewater Collection Operator II

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
