Overview

Under the direction of the Grant Monitoring Manager, the Grant Monitoring Administrator is responsible for providing overall assistance in the planning, implementation, evaluation, and performance of the Community Development division. This individual is responsible for Division financial transactions, budget creation and monitoring, reporting to the U.S. Department of Housing and Urban Development, assisting with materials for Council consideration, and working with Finance and Procurement for financial policy compliance and completion of the City's annual single audit. This position tracks the performance of the community development and housing program teams for HUD reporting systems and City reimbursement of expenses and supervises two full-time employees (FTE).

Responsibilities

• Assists in administering the activities of the Community Development Division through annual allocation of funds, internal controls, and payments and reimbursements

• Responds to and resolves sensitive inquires and complaints from both internal and external sources such as U.S. Department of Housing and Urban Development (HUD) and Finance and Procurement Department

• Serves as the financial administrator on the ESG, HOME, and CDBG grants for HUD for compliance

• Assists Program Manager with annual budget development and monitoring budget performance within weekly, monthly, quarterly, and annual benchmarks

• Track interdepartmental project set-ups and expenditures in accordance with CIP

• Administers and maintains HUD reporting and submittals in HUD and state systems

• Ensures compliance with audit standards for City external audit, internal audits and HUD monitoring

• Administers HUD reporting requirements for financial transactions such as the match reports and cash reports

• Monitors the CDBG expenditure timeliness ratio • Monitors grant administration caps

• Administers all cost reimbursements and grant close outs from federal programs and maintains accurate reconciliation with City records

• Supervises the work of the unit's Administrative Support III and Management Analyst ensuring the accurate implementation and reporting on outstanding mortgages, escrow payments, set-up and completion of activities in IDIS, accounts payable activities and monthly reporting

• Oversees and approves staff schedules and timesheets, developing and coaching direct reports, providing feedback on performance reviews, and ensuring development, training and succession planning for the activities within this work group

• May be asked to perform other duties as assigned

Qualifications

• Bachelor's Degree (BA/ BS)

• Three (3) years of experience

Licenses and Certifications

Required

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
