Management Analyst - Department of Emergency Management (Departmental Promotional Only)

County of San Mateo Human Resources Department County of San Mateo, CA, United States

Job Description:

Management Analyst - Department of Emergency Management (Departmental Promotional Only)

Description

Description

At San Mateo County's Department of Emergency Management, we're building something different. Our vision is audacious: become the most resilient county in the United States by 2030. We coordinate the full cycle of emergency management across 20 cities, 18 unincorporated areas, and 775,000+ residents. And we do it with a team that operates more like a startup than a bureaucracy-entrepreneurial, innovative, and relentlessly focused on what actually works.
WHY THIS ROLE MATTERS
Emergency management is evolving. The threats are more complex, the information environment is more contested, and the expectations on public agencies have never been higher. The departments that will define the future of this field aren't just responding to disasters, they're thinking strategically about how to build resilience before the next crisis arrives.

As our Strategist, you'll be the connective tissue between vision and execution. You'll work directly with department leadership to translate big ideas into actionable plans, ensure our initiatives are aligned and moving forward, and help position this department as a national model for innovative emergency management. This isn't a communications job with some strategy. This isn't an operations job with some planning. This is a strategy job full stop.
WHAT YOU'LL ACTUALLY DO
Strategy & Initiatives
Leadership & Operations Support
Crisis Communications
Supervisory Responsibilities
WHO YOU ARE
You're not just checking boxes-you're connecting dots nobody else sees. A typical way to be prepared for this position includes:

OUR CULTURE: NOT YOUR TYPICAL EM SHOP
We're breaking the emergency management mold. Our approach integrates:

We pair veteran emergency managers with data scientists, social scientists, and human-centered designers. We operate across Blue Sky (preparedness), Grey Sky (heightened readiness), and Dark Sky (crisis) conditions. And we're building something that will outlast us all.
