Job Summary

The Public Health Emergency Preparedness (PHEP) Program helps Mohave County prepare for and respond to health emergencies. Our goal is to protect the health and safety of residents and visitors by:

About the position

Under general supervision performs work of moderate difficulty and assists with the planning of disaster response/crisis management activities; this position has department specific responsibility.

Salary Range: R16/S1-7 $24.42 - $29.15

Hours: 32 Hours a week - 8-hour shifts
- During emergencies or required travel for training, schedules may vary .
- This position follows a non-traditional workweek and may include nights, weekends, and holidays.

Essential Job Functions

• Coordinates, manages, and operates inter-agency communication and information systems that support the secure exchange of key information before and during a public health emergency.
• Provides rapid dissemination of public health advisories before and during a public health emergency, including creating media releases; coordinates with the Arizona Department of Health Services and the County public relations director to assure accurate information exchange
• Assures effective communication between healthcare organizations, law enforcement, EMS, public officials and other agencies
• Assist in development and coordinates and implements the County's emergency preparedness operation plans
• Assists in the coordination of services to the public during periods of an emergency or natural disaster
• Develops and coordinates the exercise plans according to HSEEP guidelines and provides training programs to support emergency preparedness
• Provides guidance and technical advice to cities, towns and county departments, in disaster preparedness and relief.
• Assists in planning shelter for the community in the situation of a disaster, warning systems, communications, logistics and antiterrorism to include nuclear, biological and chemical defenses etc.
• Assists with the coordination of the disaster response or crisis management activities (ordering evacuations, opening public shelters, implementing special needs programs)
• Assists with coordination of volunteer activities involved with disaster preparedness planning, and training.
• Assists in developing and conducting surveys to determine the types of emergency related needs to be addressed in emergency planning.
• May require travel to assist or conduct trainings
• Researches and compiles information from multiple sources associated with emergency preparedness plans.
• Prepares and maintains records and reports
• Assists in recalls and serves on the Emergency Operations Center (EOC) during a disaster
• Keeps informed of activities/changes that affect the likelihood of an emergency, as well as those that may impact response efforts.
• Create and maintain a supportive work environment with other departments and community programs, Public Health divisions, and Public Health leadership on accreditation domain while maintaining a culture of quality improvement.
• Apply basic principles, practices, techniques, teaching, and communication methods related to the age, gender, race/ethnicity, educational level and socioeconomic status of community members.
• Communicate and act in a cultural competent and professional manner maintaining cooperative relationships with community members, co-workers, and work contacts.

SECONDARY JOB FUNCTIONS

• Performs other duties as required.
• Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.

Minimum Qualifications

• Associate's degree in Public Health, Emergency Management, Environmental Health, Biological Sciences, Public Administration, Business Management, or related field.
• One (1) year of experience in risk management and emergency planning programs.
• OR an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

PREFERRED QUALIFICATIONS

• Bachelor's degree Public Health, Emergency Management, Environmental Health, Biological Sciences, Public Administration, Business Management, or related field.
  

SPECIAL JOB REQUIREMENT

• Must pass drug screen post offer.
• Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.

Knowledge, Skills & Abilities

• Knowledge of applicable Arizona Revised Statutes governing public health and emergency preparedness and response activities.
• Knowledge of Federal and state grant and special fund accounting and accountability standards.
• Knowledge of principles and practices of emergency management plans and programs.
• Knowledge of principles of confidential records and file management.
• Knowledge of regional community service agencies and other public assistance programs.
• Skill in researching, analyzing, and interpreting laws, governmental regulations, and technical and administrative procedures.
• Skill in interpreting technical information, using quantitative analysis techniques, and writing technical papers.
• Skill in reviewing documents, extracting relevant information, preparing and maintaining accurate records, and summarizing complex issues.
• Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
• Must be able to perform the physical requirements of this classification with or without a reasonable accommodation.
