Description

Vacancy is in the Department of Emergency Services and Telecommunications (“EST”). Under administrative direction, manages major functions within the Department of EST. Develops policies, procedures, strategy and plans pertinent to the management of the assigned function/program. Oversees all aspects of Emergency Management programs within the department including, but not limited to, Emergency Services Information Technology systems. Compiles data, analyzes information, prepares reports, and makes recommendations on process improvement or cost reduction strategies and opportunities. Prepares presentations, including written and graphic information. Provides information to other departments, City administration, City Council and other entities. When applicable, ensures contract/vendor compliance with defined goals, requirements and targets by monitoring programs/services. Investigates complaints and resolves issues that may arise. Supervises and provides technical assistance to staff members in preparing tactical and action plans for projects. Provides guidance, training, and education in a variety of topics related to upcoming or ongoing projects. Serves as the lead for all projects as assigned and coordinates activities of the assigned program. May oversee fiscal management and/or administrative functions of the department, including but not limited to, budget management, payroll, accounting functions, inventory control, maintenance of employee records, and handing personnel related matters such as hiring, worker’s compensation, personnel actions, and grievances.

This is a HMEA position. The hours of this position are 40 a week. Salary includes 5% in lieu of overtime.

Qualifications

Open to all applicants who meet the following qualifications:

Bachelor’s Degree from an accredited college with major coursework in Public Administration, Business Administration, Economics, Public Policy, Emergency Management, Computer Science, Criminal Justice, or a closely related field;

AND

Five (5) years of full-time, responsible professional direct experience working in a Public Safety Answering Point (PSAP), or Emergency Communications Center (ECC) including work significantly related to project management in a public safety venue.

Experience with Computer Aided Dispatch (CAD), Next Generation 911 (NG911), and Land Mobile Radio (MLR) systems are preferred.

In the absence of a four-year degree, full-time, professional direct experience in the specific area of assignment may be substituted for the above educational requirement on a basis of one year of experience for each year of the educational requirement.

Licenses; Certifications; Special Requirements

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
