Workdays & Hours: Monday - Friday 8:00 am - 5:00 pm, Occasional Weekend/Holidays* (*Subject to change) PURPOSE OF DIVISION The HOU Management division provides strategic, regulatory, and operational leadership to ensure that William P. Hobby airport delivers a safe, efficient, and worldclass passenger experience aligned with the organization’s 5-star global service mission. It oversees all customer facing aspects of the terminal environment, facilities, amenities, and ensures that operational systems meet the highest standards of functionality, readiness, and ambiance. This division is composed of the HOU leadership team responsible for all internal and external leadership and guidance. The division also maintains safe and compliant operation of the Air Operations Area (AOA), directing daily airside activities, ensuring timely maintenance, and adherence of all federal requirements.
PURPOSE OF THE POSITION The purpose of this position is to provide high-level analytical, administrative, and management systems support for HOU Management. The Senior Staff Analyst evaluates complex operational and regulatory issues, develops data-driven insights, supports strategic planning and decision-making that enhances the safety, compliance, and efficiency of William P Hobby. This role conducts advanced analysis, prepares executive-level reports and recommendations, and assists in the development of policies, procedures, and operational initiatives. This position enables management to effectively oversee programs, allocate resources, and maintain operational excellence across the division.

Sr. Staff Analyst responsibilities of this position include, but are not limited to:
- Technical Competencies
- Advanced Data Analysis & Reporting — Ability to collect, organize, and analyze operational data using tools such as Excel, Power BI, Tableau, and Smartsheet (Microsoft).
- High Level Excel Proficiency — Comfortable with formulas, pivot tables, charts, and data validation with Excel, PowerPoint and Word.
- Business Intelligence & Dashboard Development — Develops and maintains dashboards, visualizations, and automated reporting tools that support leadership decision-making and regulatory oversight.
- Technical Writing — Able to prepare clear summaries, reports, and documentation.
- Financial & Resource Impact Analysis — Understands budgeting principles, cost drivers, and operational financial impacts; supports cost analysis and resource planning.

WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
• Occasional exposure to outdoor conditions such as heat, humidity, rain, or noise when conducting site visits or inspections.
• Moderate physical activity, which may include walking long distances, standing for extended periods, or navigating large facilities.
• Routine use of standard office equipment, including computers, phones, and related technology.
• Work hours are generally standard business hours; however, occasionally early mornings, evenings, weekends, or on-call responsibilities may be required based on operational needs.
• The role may involve interaction with the public, contractors, vendors, and internal staff, requiring effective communication in a dynamic environment.
• Position may require moving between multiple work sites within the airport or departmental area.
MINIMUM REQUIREMENTS KNOWLEDGE: Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE: Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.
P rofessional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES- Preferred candidates have a strong background in airport or aviation operations, with familiarity in FAA Part 139 and airside safety practices, supported by solid data analytics skills (Power BI, Tableau, Excel, Smartsheet) and experience in high-reliability or public sector environments, with the ability to turn operational activity into actionable insights.

This is a Tier I designated position and essential for continued operation of critical airport functions. Employees in this position are required to report to work unless otherwise directed and must be immediately available. This includes during emergencies and hazardous weather events.
Pay Grade 28 SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
