The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Office of the Assessor is seeking qualified candidates to fill an emergency Safety Officer I vacancy related to this unprecedented natural disaster.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Safety Officer I. ABOUT THE POSITION: The Safety Officer I position is responsible for independently developing and implementing the safety and accident prevention program for the department. Incumbents also develop and implement safety policies and procedures, safety plans, safety audits/inspections, training programs and the elimination of workplace hazards to ensure compliance with the Occupational Safety and Health Act as well as other federal, state and local safety codes and regulations.
Essential Job Functions ESSENTIAL JOB FUNCTIONS INCLUDE BUT MAY NOT BE LIMITED TO: - Serves in a cross-functional capacity supporting workplace accommodation, Americans with Disabilities Act (ADA) accessibility, and safety compliance efforts by evaluating the safety implications of accommodation requests, conducting ergonomic and environmental assessments, safety concerns within departmental facilities, and coordinating with management and other stakeholders to promote safe, accessible, and compliant operations for employees and members of the public. Recommends corrective actions or facility modifications, with implementation performed by facilities management personnel.
- Developing, revising, and implementing safety policies procedures, guidelines, safety marketing materials, and training programs utilized by the department to ensure compliance with federal and state regulations and to increase departmental efficiency by reducing accidents and overall costs due to safety issues.
- Analyzing injury reports, accident investigations, and safety grievance reports to identify trends and issues; developing and reviewing statistical reports to evaluate the effectiveness of the existing safety programs.
- Developing and conducting training programs tailored for conditions unique to the various job assignments within the department, including but not limited to heat illness prevention, ergonomics, driving and reporting accidents and other injury and illness prevention.
- Representing the department by attending meetings, conferences, hearings, and other events conducted by the County of Los Angeles and various agencies including the California Department of Occupational Safety and Health (Cal/OSHA).
- Creating and completing work orders for abatement of safety violations, monitors progression of work orders, and reports final conclusions and corrections to the California State Department of Industrial Relations
- Representing the department by attending Workers' Compensation hearings and testifying when necessary.
- Developing, maintaining, and updating the department's written illness and injury Prevention Program (IIPP), Cal/OSHA Log and Code of Safe Practices.
- Investigating and reviewing safety-related suggestions, reports of injuries, property damage, non-employee accidents, automotive and industrial accidents, and initiates appropriate action.
- Conducting ergonomic equipment evaluations for individuals and makes equipment adjustments and/or equipment purchases to meet the specific needs of individuals
Requirements MINIMUM REQUIREMENTS: Option 1: One year's experience as head of a comprehensive safety and accident prevention program*.
Option 2: Four years technical experience in safety inspection**, safety promotion***, or safety training****. A Bachelor of Science degree in Safety, Safety Engineering, Environmental Health and Safety, Industrial Hygiene or a related field may be substituted for two years of technical experience*****.

SPECIAL REQUIREMENT INFORMATION : *Experience in comprehensive safety and accident prevention programs includes administering workplace health and safety initiatives in compliance with federal, state, and local regulations, industry standards, and internal policies. This involves advising management and collaborating with operations to evaluate environmental, health, and safety risks, as well as developing and implementing action plans to mitigate hazards and prevent workplace incidents.
**Technical experience in
safety inspection includes systematically evaluating workplaces to identify hazards and assess risks that could lead to injury or illness. This involves analyzing drawings and floor plans, reviewing machinery, equipment, and hazardous materials inventories, and applying knowledge of departmental Job Safety Analyses (JSAs), prior inspections, and incident investigation reports. Responsibilities also include preparing comprehensive reports, communicating findings to stakeholders, and tracking the implementation and effectiveness of corrective actions.

safety promotion involves creating awareness, engagement, and safe behaviors through training, communication, and initiatives that support a strong workplace safety culture and prevent incidents.
****Technical experience in
safety training involves educating employees on hazards, safe work practices, and compliance requirements to reduce risk and prevent workplace incidents.

LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS 2 - LIGHT: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Additional Information OUR ASSESSMENT PROCESS: During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment. If permanently appointed to the position, you will be subject to a probationary period based on the classification.
