Kitsap County is seeking a dynamic and mission-driven Children’s Care Manager and Systems Coordinator to join the Salish Behavioral Health Administrative Services Organization (SBH-ASO). This key role strengthens behavioral health access and quality for youth and families across Kitsap, Jefferson, and Clallam Counties. This position is part of a regional team responsible for planning, coordinating, and evaluating behavioral health programs funded through state, federal, and Medicaid resources. You will help ensure high-quality care, promote system innovation, and support regional planning efforts across multiple child-serving systems. The role provides the opportunity to work collaboratively with providers, state partners, and community stakeholders to improve youth behavioral health outcomes.

As the Children’s Care Manager and Systems Coordinator, you will:

• Serve as the clinical treatment liaison between SBH-ASO, provider agencies, state hospitals, inpatient programs, and residential treatment facilities.
• Lead the resolution of sensitive or complex issues related to the availability and quality of behavioral health services.
• Conduct utilization management reviews and address utilization trends through consultation with contracted providers.
• Represent SBH-ASO at local, regional, and statewide behavioral health meetings and workgroups.
• Direct ongoing needs assessments, program evaluations, and compliance audits to ensure alignment with state, federal, and contractual requirements.
• Analyze program effectiveness and recommend improvements to service delivery and operational processes.
• Lead planning efforts to develop short- and long-range goals for the regional behavioral health system.
• Collaborate with provider agencies, consumers, community partners, and stakeholders to plan and implement regional improvements.
• Provide technical assistance, consultation, and training to subcontracted agencies to support compliance and quality improvement.

Retirement:
Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

Holidays
11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 2 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)

Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
