Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization.

HEALTH CARE AGENCY

THE DEPARTMENT
The Behavioral Health Services (BHS) Division consists of the following areas: Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, and Forensics and Justice Involved. These divisions provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

THE PROGRAM
Quality Management Services (QMS) is the BHS function area that is responsible for the implementation of the BHS Quality Improvement System to ensure quality services across the system of care. QMS oversees the development and evaluation of the BHS Quality Assessment and Performance Improvement (QAPI) program, which includes establishing an annual work plan and monitoring numerous performance measures (PM) and performance improvement projects (PIP) for the Behavioral Health Plan (BHP).

QMS consists of two divisions that provide distinct yet complementary services. The Behavioral Health Business Services division includes functional teams that support the information systems used to capture behavioral health services data through the BHS Electronic Health Record (EHR), which maintains clinical records and processes billing for all BHS services. This division is also responsible for contracted provider billing, EHR liaison functions, and administrative operations at BHS county clinics. The Quality Assurance/Quality Improvement (QA/QI) division includes four support teams that work with BHS programs to strengthen clinical operations and QA/QI activities. These teams conduct clinical records reviews, provide technical assistance, support managed care requirements, oversee SMHS and DMC-ODS utilization management, and ensure quality standards, clinical practice expectations, and regulatory compliance with behavioral health funding sources.

Crisis and Acute Care Services (CAC) provides responsive services to adults and youth in a behavioral health crisis. Services include mobile mental health Crisis Assessment Team (CAT), Psych Emergency Response Team (PERT), OC Links (24/7 Resources line), Crisis Stabilization Units (CSU), Crisis Residential Programs and In-home Crisis Stabilization services, as well as inpatient psychiatric hospital services and the coordination of 9-8-8.

THE OPPORTUNITIES
The immediate vacancies are within QMS and CAC. However, future vacancies may be in other Divisions; thus, qualified applicants are encouraged to apply.

The Health Services Manager, Senior (HSM, Sr.) in QMS Quality Assurance/Quality Improvement will be responsible for the daily operations of the division and provide leadership and supervision to multiple management-level and licensed clinical supervisory staff, along within direct supervision of additional employees. The HSM, Sr. will establish and oversee work unit goals, exercise discretion in addressing complex issues, and promote collaboration within the division and across BHS and other county agencies. The HSM, Sr. oversees support teams responsible for clinical records quality and utilization management (UM) for Behavioral Health Plan (BHP) programs across the continuum of care, managed care, LPS designation, Medi-Cal certification, Behavioral Health Transformation (BHT), Behavioral Health Services Act (BHSA) integration, and BH CONNECT incentive program activities. This position also collaborates with county managed care plans on shared member coordination, data exchange, and Behavioral Health Accountability Set (BHAS) performance improvement, and serves as the primary contact with the Department of Health Care Services (DHCS) for county BHP compliance.

The HSM, Sr. in the CAS will assist the Assistant Deputy Director in overseeing all aspects of CAT, PERT, OC Links (24/7 Resources line), CSU, Crisis Residential Programs, In-home Crisis Stabilization services, and inpatient psychiatric hospital services. The position will be responsible for a variety of high-level administrative, fiscal and specialized functions, including leading a staff team and presenting and tailoring information and materials to various types of audiences. The HSM, Sr. will lead the crisis operations meeting for the CAC function area and perform other duties as assigned. As all CAC services are 24/7 programs, this position is required to be responsive after hours, weekends and holidays for consultations as needed.
Additional duties for both positions in QMS and CAC will include, but are not limited to, the following :
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

Possession of a Health Care Compliance (CHC) Certification or Certification in Healthcare Privacy Compliance (CHPC) by the Compliance Certification Board is desirable for the HSM, Sr. position in QMS, but not required.

Valid registration as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Registered Nurse (RN) or Licensed Psychologist may be required for some positions.

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
