The department currently has one (1) vacancy assigned primarily to the CCH Information Technology Unit and is located in Martinez, CA.
The Health Services Information Technology (HSIT) Division provides a full range of services to the entire Contra Costa County organization such as managing the central corporate computing complex, a County Wide Area Network (WAN), and numerous Local Area Networks (LANs).

What you will typically be responsible for: - Assists in the planning, direction, and oversight of Health Services Information Technology operations across multiple divisions, including Contra Costa Regional Medical Center and Health Centers, Contra Costa Health Plan, Behavioral Health Services, Public Health, Detention Services, and administrative services
- Serves as a key member of Health Services IT leadership, providing operational and strategic support to the Director and acting on the Director's behalf as assigned
- Oversees assigned IT teams, supervisors and managers, analysts, and support personnel; establishes performance expectations; provides coaching and professional development; and ensures alignment with departmental goals and priorities
- Directs and coordinates the implementation, optimization, and maintenance of clinical, business, and administrative information systems to support operational efficiency, regulatory compliance, and quality patient care
- Leads cross-functional initiatives involving system design, workflow improvement, process automation, data integration, and technology adoption.
- Collaborates with operational, clinical, and executive leadership to identify business needs, evaluate opportunities for technology solutions, and prioritize system enhancements and projects
- Establishes processes for proactively gathering stakeholder feedback, assessing organizational needs, and translating those needs into technology strategies, operational priorities, and system improvements
- Participates in the planning, development, acquisition, implementation, and lifecycle management of hardware, software, infrastructure, and data communication solutions
- Manages relationships with software vendors, consultants, and third-party service providers; negotiates priorities, monitors performance, and ensures contractual obligations are met
- Develops, implements, and monitors departmental policies, procedures, standards, and governance processes to ensure compliance with applicable laws, regulations, accreditation requirements, and security standards
- Assists with the development, monitoring, and management of operational and capital budgets; evaluates resource needs and recommends investments to support organizational objectives
- Monitors project portfolios, operational performance metrics, service levels, and customer satisfaction measures; recommends corrective actions and continuous improvement opportunities
- Represents Health Services IT on committees, workgroups, and organizational initiatives and serves as a liaison with County departments, external agencies, healthcare partners, and vendors
- Prepares and presents reports, analyses, recommendations, and executive-level communications regarding technology initiatives, operational performance, risks, and strategic planning efforts
- Assumes leadership responsibility for assigned programs, projects, and operational areas and provides continuity of leadership during the Director's absence

Minimum QualificationsEducation: Possession of a Bachelor degree from an accredited college or university with a major in accounting, business administration, health services administration, computer science, management information systems or a closely related field.
Experience: Five (5) years of full-time, progressively responsible managerial leadership experience in programming and systems analysis and design, including three (3) years in a healthcare information systems environment in a large, complex, information technology organization, and two (2) years in a supervisory position. Experience with current development languages and database theory required.
Certification: PMP (Project Management Professional) preferred.
Substitution for Experience: Possession of a Master’s degree from an accredited college or university with a major in healthcare or business administration, computer science, management information systems or a closely related field may be substituted for two (2) years of the required experience. No substitution for the required two (2) years of supervisory experience.
Substitution for Education: Additional 5 years of supervisory experience in one or more following areas in healthcare information technology: application support, programming, systems analysis, technical support, customer service management, and network or server administration, AND possession of a current Epic certification relevant to the role may substitute for required education
