Description: JOB DESCRIPTION SUMMARY: Jefferson County is seeking an experienced Property Tax Appeals Negotiator to apply independent judgment to recommend resolutions, lead mediation efforts, and act as the vital communication link between the County and property petitioners. The Jefferson County Attorney’s Office consists of approximately 50 attorneys and staff members who work collaboratively to provide a full range of legal services to Jefferson County. This role will work closely with the County Attorney’s litigation team and collaborate regularly with the Assessor’s Office and appraisal staff to evaluate possible resolution of tax appeals. Day to day, you will review incoming appeals, analyze property valuations, engage directly with petitioners to communicate the County’s position, and exercise independent judgment to recommend resolutions, all within a dynamic environment where your appraisal expertise and negotiation skills directly shape outcomes for the County.
SCHEDULE: This position has the potential to operate on a four-day work week (Monday-Thursday) or a standard work week (Monday-Friday). This position offers the opportunity for remote work on some days of the week. This position’s hours are variable but average 20 per week. The County Attorney’s Office provides flexibility in creating a work schedule that promotes a work-life balance.
COMPENSATION: Hiring Range: $50 .00 /hour - $ 55 .00 /hour
Total Base Pay Range: $43.99 /hour - $65.98 /hour
Compensation will be determined based on education, experience and skills.
ESSENTIAL DUTIES: - Serves as subject matter expert on ad valorem property valuation, providing consultative guidance to the County on appeals across all levels of the protest process.
- Reviews and analyzes all property valuation appeals and abatements filed with the Jefferson County Board of Equalization or the Jefferson County Board of County Commissioners, Colorado Board of Assessment Appeals, an arbitrator or in District Court, involving property in Jefferson County. Applies independent judgement to develop and recommend appropriate resolutions .
- Engages in settlement discussions to resolve appeals when appropriate .
- Evaluates protests and appeals referred for review from the Assessor or County Board of Equalization for potential resolution .
- Communicates the County’s negotiating position on appeal cases to petitioners.
- Coordinates and manages distribution of timely data requests from appraisers and production of data from petitioners to appraisers, including financial records, sales verification, and property condition documentation.
- Other duties as assigned.
QUALIFICATIONS: Minimum Qualifications:
Experience: Six years related work experience
Education: High School Diploma or GED
License/Certifications: State appraiser’s certificate or licensure
*Note: An equivalent combination of education and experience is acceptable.
Preferred knowledge, skills and abilities :
- Certified General license
- Bachelor’s Degree - emphasizing accounting, finance, economics, construction management, business administration, or a related field.
Additional Job Information: - A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle within 30-days of hire or beginning to serve as an intern or volunteer.
