Description

Job Summary

DEFINITION :

Plans, supervises, coordinates, and performs specialized professional-level work related to the following functions of the Human Resources Department recruitment: recruitment, selection, classification, compensation, personnel assignment administration, leave administration, organizational development, training, labor relations, employee relations, and/or employee benefits.

SUPERVISION :

Works under the administrative supervision of the Human Resources Manager. Exercises general supervision over assigned professional, technical, and clerical staff.

Representative Duties

Plans, supervises, coordinates, and performs specialized professional-level work in
support of the division; hires, trains, and evaluates assigned professional, technical, and
clerical staff.

Oversees the research, collection, and analysis of information from various sources on
a variety of specialized human resources topics; interprets data, identifies alternatives,
and makes sound recommendations; and oversees and participates in the preparation
of comprehensive technical reports and summaries.

Counsels managers, supervisors, and employees on City policies, practices,
procedures, and the interpretation of collective bargaining agreements and state and
federal laws pertaining to human resources administration.

Assists in the development, review, and coordination of changes in rules, regulations,
and policies; investigates and analyzes legal problems; and consults with legal staff as
directed.

Assists in the development and implementation of new or revised human resources
programs, systems, procedures, and methods of operation.

Assists the in the negotiation of wages, hours, and other terms and conditions of
employment with recognized bargaining units.

Reviews various publications and attends seminars, workshops, and conferences to
identify and evaluate developments and trends in human resources administration.

Delivers presentations to City leadership, employees, and other groups on issues related to human resources.

Oversees the acquisition and administration of third-party vendor contracts.

Performs other duties as assigned.

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Principles, practices, techniques, and methods of human resources management and
administration, including principles and practices of equal employment opportunity,
personnel selection and recruitment, job evaluation, classification, compensation,
organizational development, training, benefits, labor relations, and employee
re lations

Organizational and management practices as applied to the analysis, evaluation,
development and implementation of human resources programs, policies, and
procedures
Research and reporting methods, techniques, and procedures

Sources of information related to a broad range of human resources programs,
services, and functions

Principles and methods of project management

Principles and procedures of statistical and administrative record keeping

Federal, state, and local employment laws

Principles of report writing

Modern office practices, procedures, and equipment, and computer software
applications

Correct English usage, grammar, spelling, punctuation, and vocabulary

Principles of customer service

Ability to:

Express technical concepts clearly, concisely, and persuasively, both orally and in
writing

Plan, organize and coordinate a variety of complex and technical personnel functions

Supervise, train, and evaluate subordinate staff

Collect, compile, and analyze data to make sound recommendations on complex issues

Research, analyze, and evaluate human resources programs, policies, and procedures

Independently perform the full range of responsible and difficult analytical and
administrative work involving the use of independent judgment and personal
initiative

Interpret and apply pertinent policies, procedures, laws, and regulations

Independently compose correspondence and memoranda, and prepare clear and
concise reports

Keep abreast of current developments within human resources

Establish and maintain effective and cooperative working relationships with City
employees and the general public

Provide effective customer service

Work confidentially with discretion

Skill in:

Oral and written communication

Using a personal computer and applicable software applications

REQUIREMENTS

Minimum Qualifications:

Option A:

Education: A master’s degree from a recognized accredited college or university in human resources management, industrial and organizational psychology, a human resources administration specialty, or a related field.

Experience: Two years of professional experience in employee recruitment, employee selection, classification, compensation, personnel assignment administration, leave administration, organizational development, training, benefits, labor relations, or employee relations.
Option B:

Education: A bachelor’s degree from a recognized accredited college or university inhuman resources management, public or business administration, a behavioral science, or a related field.

Experience: Three years of professional experience in employee recruitment, employee selection, classification, compensation, personnel assignment administration, leave administration, organizational development, training, benefits, labor relations, or employee relations.

Option C:

Education: Any bachelor’s degree from a recognized accredited college or university.

Experience: Four years of professional experience in employee recruitment, employee selection, classification, compensation, personnel assignment administration, leave administration, organizational development, training, benefits, labor relations, or employee relations.

Desirable Qualifications:

Experience leading the work of others.

Licenses and Certificates:

Possession of or the ability to obtain and maintain a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job related essential functions.

WORKING CONDITIONS :

Work is performed primarily indoors in an office environment. May require occasional w ork at off-site locations.
