Managing Engineer

Purpose:

Under nominal direction, this position is accountable for planning, directing, and controlling resources required for the engineering, construction, and maintenance of major existing and future engineering projects. This position is responsible for managing a division(s) within a department and personnel who are performing engineering functions.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Manages, coordinates, implements, and/or monitors projects/programs including the review of plans and development proposals for impacts related to engineering project/program. Recommends revisions and permit requirements to mitigate negative impacts of development and assures plans conform to City policies. Approves construction plans.

Manages contracts by reviewing monthly progress reports. Acts as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, or suppliers and the City. Negotiates problems of changes, errors, or deficiencies and ensures compliance with project specifications and requirements. Resolves conflicts in difficult situations. Reviews, evaluates, and prepares replies to technical and management audits. Is the interdivisional liaison for coordinating the various phases of designing, planning, and preparation of project details.

Interacts with internal and external customers to determine business needs by responding to inquiries from the public and other departments about the process, requirements, and procedures of the development process. Investigates and resolves complaints from the public.

Develops and implements standard operating procedures, policies, and ordinances by applying advance technical and managerial knowledge and applying changes to meet departmental business goals and objectives. Monitors projects for regulatory compliance.

Monitors projects for legal compliance by applying engineering principles; contract and purchasing policies; and affected ordinances, codes, and regulations.

Markets programs to various customers.

Develops and monitors budgets for multiple CIP projects, programs, and/or divisions. Is responsible for projects by developing, managing, and submitting proposed budget forecast planning for short- and long-term City planning. Develops long- and short-term planning/strategies. Coordinates, monitors, and manages grants.

Attends meetings and conducts presentations to City Council, Boards, Commissions, etc. in managing programs/projects. Solicits and assesses third-party needs and requests by reviewing and providing solutions.

Develops and conducts training by determining business needs and scope of work performed by personnel and implementing programs. Provides technical advice and direction for assigned division, project, or program personnel. Develops design criteria and develops and monitors performance criteria.

Responsibilities - Supervisor and/or Leadership Exercised:

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Minimum Qualifications:



Licenses and Certifications Required:

Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.

The Managing Engineer will be a leader in the transportation development services industry. The successful candidate shall demonstrate innovative leadership through successful planning and implementation of state-of-the art transportation planning, engineering practices in conjunction with development planning, engineering concepts and principles. Actively collaborate and negotiate with other City Departments, other local and State Agencies as well as developers/applicants, lawyers and consultants.

The Managing Engineer would assist the Assistant Director establish the bridge between long range transportation planning and current development planning and implement Austin Strategic Mobility Plan. Reporting directly to the Assistant Director, Managing Engineer will manage the Transportation Development Services Division, that is comprised of about twenty engineers, and planners including augmented consultants.

As the Division Head / Manager of the division, the Managing Engineer would oversee the day-to-day business operations of the division and lead the division to provide the highest level of customer service to the Austin residents as well as applicants/ developers. Under the leadership of the Assistant Director, the Managing Engineer would also be responsible for business planning, revenue forecasting, budget planning and management of the division.

Managing Engineer will represent Austin Transportation & Public Works Department in Boards and Commissions’ meetings, community meetings as well as City Council meetings. Providing the highest level of customer service continues to be a top priority for the Transportation Development Services Division ensuring safe, safe, efficient, cost- effective and sustainable roadway, bikeway, walkway and transit system for the community.

Pay Rate: $121,600.00 - $156,300.00

Location: 6310 Wilhelmina Delco Dr. Austin, TX 78752

Hours: Monday - Friday 8:00am to 5:00pm.

Hours may vary depending on departmental needs and initiatives.
