THE TEAM T he Central Procurement Services Division is responsible for establishing contract and procurement standards, managing purchase processes, the Small Business Enterprise (SBE) Program, and providing guidance to Port staff regarding best practices for their contract/procurement matters.
THE ROLE Under general supervision and reporting directly to the Assistant Director of Procurement, the Port Procurement Officer is directly responsible for advancing engagement, education and process improvement practices in procurement and contracting, within the Central Procurement Services Division. This includes developing and implementing new initiatives to achieve Port objectives and goals, identifying best practices and innovative approaches to enhancing procurement practices, and fostering partnerships that meet the needs of the Port.

EXAMPLES OF DUTIES HOW YOU GET TO CONTRIBUTE: - Provides leadership and management of outreach and engagement functions within the Central Procurement Services (CPS) Division; contributes to the overall CPS Division goals and objectives, measures performance, and ensures an effective, customer-oriented service level is attained. Assists in the overall supervision of engagement staff to ensure effective interdivisional cooperation.
- Oversees the planning, implementation, training and management of outreach, capacity building, and process improvement activities related to procurement and contracting.
- Develops and coordinates an organization-wide approach to outreach and engagement, including Port participation in industry networking events, meetings, conferences and other events related to procurement and contracting.
- Prepares and presents regular reports and metrics to senior leadership on the progress of engagement efforts in procurement and contracting.
- Champions efforts to consider varying perspectives in the decision-making process related to procurement and contracting, to foster a more inclusive and fair procurement process.
- Partners with the Port’s Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) programs, and the City purchasing team to increase contracting opportunities for vendors.
- Collaborates with the Port’s Human Resources Division, as needed, to ensure both internal and external goals are accomplished and aligns with the interests and communities the Port serves.
- Identifies areas for process improvement and makes recommendations to the Assistant Director of Procurement.
- Prepares effective, high-quality documents and ensures that required reports, correspondence and Board materials are submitted on time.
- Prepares presentations to the Board of Harbor Commissioners.
- Train and mentor staff; provide leadership with respect to career development.
- Performs special projects and other duties as directed.
REQUIREMENTS TO FILE EDUCATION, KNOWLEDGE & EXPERIENCE: - A Bachelor’s Degree from an accredited college or university in Business or Public Administration, Public Policy, Supply Chain Management, Economics, Communications or a closely related field. Experience offering specific and substantial preparation for the position's duties may be substituted for the required education on a year-for-year basis.
- Minimum of three years of professional experience in the field of procurement, policy, analysis or contract administration offering specific and substantial preparation for the duties of the position.
- Minimum of two years serving in a supervisory or lead capacity is required.
TECHNICAL SKILLS NEEDED: - Knowledge of the procurement principles, practices, processes and contract administration is essential.
- Knowledge of theories, principles ,and practices related to the planning, organizing, and application of local, state or federal programs in contracting.
- Knowledge of best practices for effective outreach, marketing and community/business engagement.
- A successful record of influence, business community building, networking, and deploying effective programs for diversity and compliance.
- Must be able to effectively use MS Office, including Word, Excel, Outlook, Teams, and other related applications.
- Must be able to prepare clear, accurate, and concise records and reports for presentations.
- Must be able to adapt to and use new software and web based programs, as applicable.
- Must be flexible, able to handle frequent interruptions, and to prioritize tasks to complete multiple, time sensitive projects/tasks with competing deadlines in a fast-paced environment.
- Ability to create charts, graphs and documents for presentations is required.
- Must be able to attend in-person meetings, conferences, and community events at various locations with in and outside City limits, with flexibility to use available transportation options to include public transportation, carpooling, ridesharing services or other travel methods that ensure timely arrival.
DESIRABLE: - A Master’s Degree from an accredited college or university in Business or Public Administration, Public Policy, Supply Chain Management, Economics, Communications or a closely related field is preferred.
- Experience with local, state or federal regulatory agencies, community organizations, business leaders, elected officials and constituents is highly desirable.
- Prior Port or City experience is a plus.
- Knowledge of contracting in a public agency is preferred.
- Knowledge of state, federal, local government regulations and/or contracting is preferred.

THE BENEFITS: The Port of Long Beach has established an annual salary range of
$131,158.15 - $183,620.57 (Appointment to this position is expected to be at or below the midpoint of the salary range; however, the final amount will be carefully determined based on the candidate's knowledge, skills, qualifications, and an evaluation of internal equity within the organization). The Port’s generous benefits package includes:
- Auto Allowance- $450.00 per month
- Executive Leave- 40 hours per year.
- Retirement- CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS, and 6.2% for social security, paid by the employee.
- Pay for Performance- Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds.
- Deferred Compensation-The City contributes up to 5% of the base salary for all qualified members contributing to the 457(b) plan.
- Group Health Insurance- Medical and dental options (HMO and PPO). Free vision coverage.
- Life Insurance- City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000.
- Disability Insurance- City-paid short- and long-term disability insurance.
- Vacation-Vacation is accrued at 3.7 hours per pay period to begin, which is equivalent to two weeks on an annual basis. Vacation can be used after six months of service.
- Sick Leave- Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and /or dental insurance premiums or retirement service credits.
- Paid Parental Leave- After six (6) months of City employment, the City pays up to 30 consecutive days (160hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17.
- Holidays- 11 scheduled holidays per calendar year and four (4) personal holidays.
- Education Reimbursement - Tuition reimbursement allows employees to obtain additional education or training.
- Annual Physical- Eligible to receive an annual physical examination at the city's expense through the city-provided program.
- Public Student Loan Forgiveness- As the Harbor Department of the City of Long Beach, a governmental agency, the Port of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program.

Retirement:California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% or 2.7% (depending on hire date) @55 for "Classic" members and 2% @62 for new members as defined by PEPRA, subject to the compensation limitations set by PERS. Sick Leave: One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
Holidays:Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.

Deferred Compensation Plan:Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement formerly ICMA-RC Retirement Corporation).
- Classic CalPERS Members: The City will contribute a maximum of up to two percent (2%) of base salary* for all qualified Classic CalPERS members.
- Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: Effective the second full pay period following City Council adoption, the City contribution will increase from two percent (2%) to three percent (3%) of base salary* for all qualified PEPRA CalPERS members.
Flexible Spending Account (FSA):Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
Flexible/Hybrid Work Schedule:Available (subject to City Manager approval).
Paid Parental Leave: The City provides one hundred and sixty (160) hours of Paid Parental Leave at 100% of salary, for the birth, adoption or foster placement of a child, regardless of the gender, marital status or sexual orientation of the parent.
