Subject to change DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS Under the guidance of the Controller or designee, the Staff Analyst - Executive Level will function as the Strategic and Fiscal Operations Analyst to perform advanced professional, financial, operational, and administrative analysis to support departmental leadership in achieving strategic objectives, improving organizational effectiveness, and ensuring responsible stewardship of public resources. This position serves as a key resource in budget administration, performance management, operational improvement, policy analysis, grant administration, and project management by conducting research, evaluating data, developing recommendations, and supporting decision-making processes across multiple functional areas.
The Staff Analyst - Executive Level duties will include but are not limited to:
- Monitor, analyze, and evaluate departmental budgets, expenditures, revenues, grants, contracts, and special funding sources.
- Prepare and review budget modifications, personnel actions, agenda items, procurement requests, accounting transactions, and related administrative documents.
- Conduct financial forecasting, variance analysis, and expenditure trend reviews to identify risks, opportunities, and cost-saving measures.
- Ensure compliance with City policies, financial procedures, grant requirements, and applicable regulatory standards.
- Conduct complex research and analysis related to departmental operations, programs, projects, policies, and strategic initiatives.
- Compile, validate, and interpret quantitative and qualitative data from multiple sources.
- Develop analytical models, dashboards, performance measures, and key performance indicators (KPIs) to support management decision-making.
- Prepare detailed reports, presentations, briefing materials, and recommendations for executive leadership, City management, and external stakeholders.
- Evaluate organizational processes, workflows, internal controls, and operational effectiveness.
- Identify opportunities to improve efficiency, customer service, accountability, and resource utilization.
- Lead or support business process improvement initiatives and performance management projects.
- Analyze operational data and performance metrics to assess program effectiveness and recommend corrective actions where necessary.
- Support the development, implementation, and monitoring of departmental strategic plans, goals, and objectives.
- Coordinate and manage special projects, cross-functional initiatives, and organizational improvement efforts.
- Track project milestones, deliverables, budgets, and outcomes to ensure timely and successful completion.
- Assist leadership in evaluating emerging issues, organizational risks, and long-term operational needs.
- Research and analyze local, state, and federal legislation, regulations, and industry trends that may impact City operations.
- Assess policy implications and prepare recommendations to address operational, financial, and administrative challenges.
- Assist in developing policies, procedures, and best practices that support departmental goals and regulatory compliance.
- Serve as a liaison between departments, external agencies, grantors, vendors, and other stakeholders.
- Coordinate information sharing and facilitate resolution of financial, operational, administrative, and compliance-related issues.
- Provide technical guidance and analytical support to management and staff regarding budgetary, operational, and performance-related matters.
- Present complex financial and operational information in a clear and understandable manner to diverse audiences.
- Develop and maintain documentation, records, and reporting systems that support departmental operations and transparency.
- Coordinate and perform data retrieval, research, and records compilation in response to requests made under the Texas Public Information Act (TPIA).
- Conduct data pulls from various City financial, operational, and administrative systems to support public information requests, management inquiries, audits, and special projects.
- Collaborate with City departments, legal staff, and Records Management personnel to ensure timely, accurate, and compliant responses to information requests.
- Analyze and validate data prior to release to ensure completeness, accuracy, and compliance with applicable laws, policies, and confidentiality requirements.
- Serve as a liaison between the Controller's Office, Finance Department, Procurement Services, and City departments to facilitate the timely release and processing of purchase orders.
- Monitor purchase order workflow and approval status, identify delays or discrepancies, and coordinate resolution with appropriate stakeholders.
- Research and analyze procurement, encumbrance, and expenditure data to support departmental purchasing activities and budget management.
- Provide guidance to City departments regarding purchase order procedures, financial controls, and compliance with City procurement policies.
- Prepare reports and analyses related to purchase order activity, vendor payments, and procurement trends to support operational and financial decision-making.
- Perform related analytical, administrative, financial, operational, and strategic assignments as required to support departmental objectives and organizational priorities assigned by the City Controller or designee and acts as liaison with external organizations and other department offices.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. but may periodically be subject to outdoor conditions.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration, or a closely related field to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None.
PREFERENCESPreference will be given to candidates that have analytic and data analysis experience.
