Position DutiesSalary ranges for the Analyst I/II classifications are:
- Analyst I: $92,994.72-$113,022.00
- Analyst II: $101,468.64 - $123,330.48
All salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
PRNS is currently seeking to fill three (3) full-time Analyst vacancies within the Administrative Services Division (ASD) and Capital Improvement Program (CIP) Division.
Administrative Services Division - Budget Analyst (1 Position) One (1) Budget Analyst will report to the Senior Analyst in the PRNS Operating Budget Unit. As a member of the ASD Budget Unit, the Budget Analyst will assist with the development, implementation, and monitoring of the Department's operating budget.
Working collaboratively with Department divisions, the Budget Analyst will assess budgetary needs, coordinate the annual budget development process, and provide ongoing fiscal support throughout the year. The position will serve as a key member of the Department's analyst team by monitoring and managing operating budgets, providing updates on budget balances, revenue targets, and expenditure levels, and helping ensure responsible fiscal stewardship. The Budget Analyst will also contribute to the technical implementation of the adopted budget within the City's Financial Management System (FMS), including loading budget data and developing tools to improve budget tracking and reporting.
Capital Improvement Program Division - Capital Budget Analysts (2 Positions) Two (2) Budget Analysts will report to the Program Manager in PRNS' Capital Budget Unit and support the Department's Capital Improvement Program (CIP). The mission of PRNS' CIP is to design creative and engaging public spaces that provide high-quality places for everyone to gather, connect, and play.
The Capital Budget Unit is responsible for developing, monitoring, and administering the Department's capital budget, including multiple capital, bond, and special funds that support the Capital Improvement Program. Analysts will assist with capital budget development, prepare budget documents throughout the fiscal year, and provide ongoing fiscal oversight of the Department's capital funding sources.
These positions oversee 10 Construction and Conveyance Funds, one (1) Bond Fund, and the Park Trust Fund. Responsibilities include tracking expenditures for capital improvement projects, reconciling revenues across capital and special funds, and working collaboratively with multiple PRNS divisions and partner departments to support effective financial management.
Appointments may be made at the Analyst I or Analyst II level based on the selected candidate's experience, qualifications, and training.
Key responsibilities include, but are not limited to the following: - Gather and analyze facts and data regarding organizational structure, functions, practices, policies, procedures, staffing models, and resource availability/constraints.
- Facilitate the collection and analysis of data sourced from field staff and other internal and external stakeholders.
- Assemble, array, process, and analyze data in the preparation and delivery of verbal and written reports and presentations.
- Collaborate with City departments and internal stakeholders to provide budget guidance, resolve fiscal and operational issues, and support the development, implementation, and monitoring of departmental programs and budget.
- Utilize administrative systems, databases, and software applications to compile, analyze, and present information in delivering products and services (systems may include, but are not limited to, the use of Microsoft Excel, Word, and PowerPoint).
Minimum Qualifications Education and Experience Analyst I A Bachelor's Degree from an accredited college or university.
Analyst II A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

- Multi-Tasking - can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position(s).
- Meeting Ethical Standards - When confronted with ethical dilemmas, acts in a way that reflects relevant law, policy and procedures, agency values, and personal values.
- Teamwork & Interpersonal Skills - demonstrates a positive attitude and flexibility along with the ability to develop effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.
