Job Summary/ Objective: Performs complex and specialized technical work involving the preparation and maintenance of fiscal related records for accounts payable, accounts receivable, payroll, and the general ledger. Work is performed with a considerable degree of individual responsibility and independent judgment under general supervision.
Supervisory Responsibilities: Essential Functions: - Assists with year-end closing, reconciliations, and audit preparation.
- Prepares detailed accounting and fiscal records, reports, and documents for local government, school division, and partner entities for which the County is fiscal agent to be used for state and federal reporting, audits, and for senior levels of the department and Controllers Office.
- Prepares and processes manual payroll and accounts payable checks, ach/wire payments, state Cardinal payments, and creates adjusting general ledger entries to record payments as well as voids.; Maintains vendor management for miscellaneous payments including tin matching; and reconciles related accounts payable accounts.
- Assists in maintaining the bookkeeping and record control systems to ensure procedures are followed and records are managed according to policy and procedures.
- Consults with internal and external representatives on computer applications, systems designs, etc.’
- Advises subordinate accountants and customers (internal/external) on difficult or unusual bookkeeping and accounting problems.
- Verifies and posts all payroll, payables, receivables, and adjusting general ledger entries like journal entries, bank transactions, and bank transfers onto the financial system.
- Prepare and processes Accounts Receivables transactions and maintains the system used for tracking the billing of services provided by the County and its partners including customer record maintenance and account reconciliation.
- Schedules and coordinates monthly financial transaction processing
- Researches, resolve problems, and provides financial data on request including audit support.
- Performs related tasks as required.
- Responsible for administrative tasks of the office and frontline customer service to internal/external customers by phone, mail, email, and in-office.
Competency: Knowledge/ Skills/Abilities: - Thorough knowledge of the principles, practices, and techniques relevant to a complex accounting/payroll system
- Bookkeeping terminology and methods;
- General knowledge of routine accounting principles and practices
- Thorough knowledge of standard office procedures, practices and equipment
- Ability to maintain complex financial records and to prepare financial reports accurately
- Ability to understand and follow complex oral and written instructions
- Ability to deal effectively with co-workers and the general public; ability to direct the work of subordinate clerical personnel.
Required Education and Experience: - Bachelor's Degree and a minimum of 2 years of accounting experience involving the maintenance of complex accounting, financial, or statistical records required.
- Alternate combinations of education and experience may be considered.
Preferred Qualifications/Certifications: Physical and Mental Requirements: - Regular contacts made with individuals from: (a) other internal organizations units; or (b) outside organizations; or (c) contact with the general public for purposes of exchanging factual information which may require some judgement or interpretation in order to be responsive to questions or applicable to a specific situation.
- Communication is usually cooperative in nature, with infrequent conflicts resolved by higher authority.
- Conducts work in a sitting position; however, job requires frequent standing, walking, bending, stooping and light lifting. Requires frequent operation of a variety of office machines.
- Employees must possess a valid driver’s license and meet the qualifications of the County’s driver eligibility program. Occasional travel between County facilities or to off-site meetings may be required.
Salary Range: The salary range for this position is $33.06 -$36.54 (approx. $68,758 - $75,996 per year). Starting offer is based on applicable education beyond minimum, experience and internal equity. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.

Remote Work: This role is designated as hybrid-eligible, allowing employees to perform a portion of their work remotely, in accordance with organizational policy and operational requirements. On-site presence may be required for meetings, collaboration, or business needs as determined by management. All County staff must maintain residence within the Commonwealth of Virginia.
