Description: JOB DESCRIPTION SUMMARY: The Construction & Projects Manager is responsible for the strategic development and implementation of objectives , policies, procedures, and workflows for large scale design and construction programs. Provide expert advice on long-term goals, project prioritization, and complex capital investments. The role is responsible for overseeing a multi-disciplinary team and manages high value projects that have significant public interest. Coordinates with internal teams, consultants, contractors, and community stakeholders and presents project updates to leadership, elected officials, and the public.
SCHEDULE: This position operates on a Hybrid working schedule , typically working 4 days a week, 40 hours a week.
COMPENSATION: Hiring Range: $111,320-$144, 713 USD Annually
Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES: - Serve as principal advisor to leadership and officials on project scope, cost estimating, and design and construction oversite. Responsible for connecting high-level strategic planning with day-to-day execution.
- Oversee and manageconstruction andmulti-disciplinarycapital projects by assigning work, setting priorities, and ensuring accountability for staff, consultants, and contractors. Monitor performance to ensure compliance with project plans, schedules, budgets, and regulations. Provide guidance, feedback, and issue resolutionstomaintainquality, safety, andtimelyproject delivery.
- Develop and manage the annual capital budget and oversee implementation of the 5-year Capital Improvement Plan (CIP). Monitor project expenditures and financial performance, ensuring alignment with approved budgets. Prepare and present budget reports, forecasts, and funding recommendations.
- Develop procurement strategies and oversee solicitation processes for consultants and contractors. Evaluate proposals and bids, and recommend selections based on qualifications and best value. In partnership with procurement staff, administer contracts, including negotiations, amendments, and performance monitoring.
- Review and approve plans, specifications, and construction documents for accuracy and constructability. Oversee quality assurance and address technical issues during design and construction.
- Establish and implement department-wide standards for project management, including scoping, estimating, quality control, and inspection procedures.Ensure compliance with all applicable local, state, and federal regulations and permitting requirements.
- Serve as a liaison with internal departments, external partners, and community stakeholders. Present project updates and recommendations to governing boards, elected officials, and the public. Facilitate communication and resolve stakeholder concerns throughout project lifecycles.
- Support leadership with strategic planning, policy development, and departmental initiatives. Develop and improve processes, standards, and reporting for project delivery and construction management.
- Supervise staff in area of responsibility. Administer and make recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conduct performance evaluations and communicate short- and long-term goals andobjectives. Submit personnel records and reports as required by the County.Assistand advise subordinatesas necessary, resolve problems as non-routine situations arise, and ensure adherence toestablishedpolicies,proceduresand standards. Communicate changes in policy and procedures to direct reports and implement them as directed.
- Other duties as assigned.

Minimum Qualifications:
Experience: Five years work related experience with at least three being in a supervisory role
Education: Bach elors Degree
*Note: An equivalent combination of education and experience is acceptable.
