Protecting the Individual, the Public, and the EnvironmentThe Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions. The department provides for the well-being of Solano County's present and future residents and the public at-large through administration and enforcement of Federal, State, and Local laws and policies pertaining to environmental health, building construction, land use planning, transportation and recreation. The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:
- The Consumer Protection Program, which includes food facilities, pools & spas, body art, and public events
- The Technical Services Program, which includes drinking water wells, septic systems, and solid waste handling and disposal
- The Hazardous Materials Program, which includes aboveground and underground storage tanks, hazardous materials & hazardous waste management, and emergency response.

THE POSITION
The Environmental Health Specialist (Senior) performs the more complex and specialized work in the regulation and enforcement of Environmental Health and Safety laws and regulations; assists with planning and implementation of specialized programs and projects within the Environmental Health Division to assure compliance with Federal, State, and local health and safety codes and requirements; may lead by providing training and guidance to entry and journey level staff within the Environmental Health Division; conducts inspections and investigations, reviews plans for conformance with health and safety code requirements, and processes permits; performs related duties as required.
The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.
EDUCATION AND EXPERIENCE REQUIREMENTS
Experience: Three (3) years of experience i n Environmental Health and Safety regulation and enforcement; considerable and responsible experience directly related to the specific program assignment.
AND
Education/Training: A Bachelor’s degree, from an accredited four-year college or university, which meets the requirements of the California Health and Safety Code, Division 104, Part 1, Chapter 4, Article 1, Section 106600 (et sequiter).
OTHER REQUIREMENTS
- Must be registered with the State of California as Registered Environmental Health Specialist, in accordance with Division 104, Part 1, Chapter 4, Article 1, Section 106600 (et sequiter) of the California Health and Safety Code.
- Possession of or the ability to obtain a valid Class C California driver’s license.

VETERAN'S PREFERENCE POINTS
To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.. Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran’s preference points will only be added to passing scores in competitive open examinations.
