Job Opportunity A non-merit vacancy exists in the Department of Health and Human Services, Bureau of Community Health Services. Non-merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. A list of eligible applicants will be established based on the examination as outlined below. Mail or deliver documents to: ATTN: Assistant Court Advocate Office of Human Resources Baltimore County Government 308 Allegheny Avenue Towson, MD 21204.Job Purpose Under close supervision, responsible for making home visits, accompanying victims of domestic violence to court, advocating for victims; assisting victims in navigating system, sheltering, counseling, filing criminal charges and ex-parte.Essential Job Duties Conducts home visits in conjunction with the police departmentInterviews victims, gathers and documents informationAssess client needs to determine counseling, sheltering, crisis intervention to develop safety plans for victims.Assists in filing charges and ex-parte ordersConducting community outreach and educationDevelop marketing materials and attend meetings within the agency and communityExamples of Other Duties: Case consultation with agency staffMaintains logs and enters data into agency databasePrepares and sends correspondencePerforms other related duties as assigned(NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. Each position may not be required to perform all of the essential job functions listed.)Required Qualifications AA degree in Human Services, Criminology, Sociology, or other social sciences related fieldsPreferred Qualifications At least one year of experience with domestic violence population.Knowledge, Skills, and Abilities Knowledge of crisis intervention, domestic violence, and the court systemsBasic knowledge of interviewing techniquesKnowledge to build working relationships with other agency and government departments and community organizations.Writing skill necessary to complete simple application forms and reports.Ability to obtain information from clients and to compile information into case records.Ability to communicate orally. Ability to establish and maintain effective working relationships with others.Ability to understand Federal, State, and local regulations, program policies and procedures, to apply them to specific client situations, and to compute the amounts of grants to clients.Ability to maintain detailed and accurate records and to prepare summary reports.Ability to use a computer to enter, update, or retrieve information.Some positions within this classification may require possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license at the time of appointment.Examination Procedure Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. The work among positions in this class varies, but most often involves frequent walking and standing, some lifting and carrying of objects of moderate weight.Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
