Human Resources Financial Analyst
Description
Overview The Human Resources Financial Analyst serves as the centralized point for departmental accounting, budgeting, agenda memoranda, contracts, and procurement activities. Centralizing these functions streamlines verification and approval processes across all HR divisions and ensures adherence to the adopted budget through ongoing analysis and monitoring of departmental financial transactions. The position collaborates on annual budget preparation, with final approval provided by the Assistant Director and Director. Additionally, this role performs advanced accounting duties and, under the direction of department leadership, prepares financial statements, presentations, and comprehensive financial analyses for the HR department and city leadership.
Responsibilities • Monitor HR benefits and general fund budgets; provide monthly updates to HR leadership
• Project revenue stream and expenditure estimates and monitor, research and adjust any variances
• Assists with RFPs and purchasing contacts and maintain vendor contract files and notify six (6) months in advance of contract expiration
• Review and approve P-card purchases
• Prepare monthly journal entries and generate and interpret financial records and statement for management
• Monthly budget reporting to HR leadership
• Assist HR Director in completing the annual business plan document
• Provide monthly overtime, comp time and vacancy reports to department and city leadership
• Ad-hoc reporting
• Prepare the annual budget for HR and enter in the budget module
• Eter the annual budget for HR and the City's self-insured and fully-insured benefits plan into the budget module
• Assist with preparing the annual plan
• Prepare the annual PowerPoint budget presentations for HR and benefits
• Support large scale citywide projects (ex. Major pay plan overhauls) that are performed in the Compensation Division of Human Resources. To include costing and verification of department support documentation regarding cost
• Provide support to the Compensation Division with audits, reports, data entry, and data analyses
• Maintain vendor contract and invoice files
• Request / oversee document retention and destruction according to city policy
• Assist with year-end position control record completion (finalize departmental reports)
• May be asked to perform other duties as assigned.
Position Type and Typical Hours of Work • Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications • Bachelor's degree in Accounting, Business Administration, Public Administration, Finance or a directly related field
• Four (4) years professional experience in accounting, budget analysis, finance, public administration or a directly related field
Experience cannot be substituted for the bachelor's degree requirement. A master's degree in a directly related field may substitute for two (2) years above the experience requirement.
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
