CertificateCollege Diploma (if applicable)Veterans Preference documentation (if applicable)Military DD214 Form (if applicable)Military Discharge Certificate (if applicable)Position SummaryProvides oversight, coordination, implementation support, monitoring and administrative support for the City's School Zone Speed Camera Enforcement Program. Serves as program manager and ensures that the program is implemented, maintained, documented and administered in accordance with applicable state and local laws.Essential Duties and ResponsibilitiesThe duties listed are intended to serve as an example of the typical functions performed. They are not exclusive or all inclusive and will vary with assignments.Oversee the implementation of camera systems and related equipment, including coordination of site readiness, installation schedules, power availability, permitting, inspections, testing, calibration and go-live activities.Oversee communication and coordination related to the citation processing, school zone locations, enforcement operations, public inquiries, program reporting and operational procedures.Reviews evidence through the examination of digital images, radar logs, and video clips captured by automated systems to confirm vehicle speed and license plate legibility.Validates infractions by determining if a recorded vehicle legally exceeded the posted school zone speed threshold during active enforcement times.Authorizes citations and issues notices of violation and civil infractions to registered vehicle owners via a contracted vendor platform.Maintains documentation of reviews, approvals, rejections, corrections, and related communications concerning notices of violations.Provide testimony, documentation, and factual support regarding the review, approval, processing, implementation, operations and administration of notices of violation.Maintains compliance by ensuring system operations align with state statutes, local ordinances, scheduled school operational hours.Prepare and maintain program status reports, meeting notes, issue logs, implementation timelines, and other records related to the administration of the program.Submit annual reporting to FDLE on an annual basis or as required by FDLE.Assist with monitoring contracted vendors' performance under the City's agreement, including service requirements, implementation obligations, response times, operational standards, reporting requirements, and other contract related responsibilities.Attend meetings, conference calls, site visits, vendor meetings, and any other program related meetings as required.Performs other duties as assigned.Knowledge ofFlorida Statutes related to traffic enforcement, school speed zone camera programs, rules of evidence and court procedures, and local ordinances and codes.Practices and methods related to documentation and the preservation of evidence and its presentation in court.The principles and practices of police activity and administration.State of Florida public records laws.Ability toManage digital evidence databases.Prepare and maintain clear, concise and accurate records and reports.Keep apprised of current issues, trends and practices related to School Zone Speed Camera Enforcement Programs.Enforce the law firmly, tactfully and impartially and deal courteously with the public.Maintain confidential and sensitive information demonstrating a high degree of professional integrity.Identify issues, generate and evaluate alternate solutions and make sound recommendations.Make public presentations as needed.Exercise independent decision making and execute things independently.Establish and maintain effective working relationships with co-workers, public agencies, vendors and the public.Communicate clearly and concisely, both orally and in writing.Follow safety rules and regulations of the City and the Department.Support the Department's and City's Mission, Values and Goals.Bachelor's Degree from an accredited college or university with major course work in Criminal Justice, Public Administration or a closely related field.Successful completion of state-certified traffic infraction enforcement procedures and court presentation through the Selective Traffic Enforcement Program.FDLE Advanced Speed Measurement Certification.State of Florida certified fully qualified law enforcement officer.Posses and maintain a valid Florida Driver's License.#J-18808-Ljbffr
