Lead Women Peace and Security (WPS) Expert
Joint Staff J5 Counter Threats and International Cooperation (DDCTIC) is seeking a highly skilled and proactive Lead Women Peace and Security (WPS) Expert. This position you will be a full-time member of Joint Staff J5 and Identify, acquire, and engineer access to mission-critical data sources from across the DoW and interagency partners; design, build, and maintain automated data pipelines to ingest, clean, and integrate this information into a centralized repository. Support a cross-functional network of trained WPS Focal Points and points of contact throughout the Joint Staff. Key Responsibilities
- Deliver a minimum of six (6) WPS courses per fiscal year, coordinated with the Joint Staff, in the National Capital Region (NCR) and at designated CCMDs.
- Support a cross-functional network of trained WPS Focal Points and points of contact throughout the Joint Staff.
- Maintain functional relationships with WPS Advisors and Focal Points at COCOMs and throughout the Joint Staff to ensure synchronization with the J5 DDCTIC WPS lead.
- Assist in preparing budget submissions for WPS implementation activities.
- Support the collection and collation of data for NATO reporting requirements.
- Provide other related support services as directed by the Contracting Officer's Representative (COR) that fall within the scope of this PWS.
- Serve as the senior subject matter expert for managing Joint Force compliance with WPS statutory requirements and the lead/Course Director for all Joint Staff-led WPS trainings.
Requirements
- TS/SCI
- A minimum of 8-10 years of experience supporting DoW WPS statutory requirements at the combatant command, Joint Staff, or OSW(P) level. Must demonstrate experience supporting WPS statutory requirements through: developing military plans and policy, developing and executing military training and exercises, establishing WPS requirements assessments, briefing senior military leadership, and coordinating across key DoW stakeholders, including the Combatant Commands and Services. Must demonstrate experience prepping senior military leadership for Congressional testimony on DoW implementation of WPS requirements and translating WPS requirements into Joint Force operations and investments. Must have experience reading and understanding defense authorizations, appropriations, and assessing impacts to the Joint Force. Must have experience with DoW component tasking and coordination processes, including liaison with OSW(P). Must have experience coordinating with US Government departments and agencies, civil society actors, and industry. Must be joint certified as a DoW WPS advisor or a NATO certified WPS advisor. Previous experience on the Joint Staff J5 preferred.
- Position will act as the primary lead of the mobile training team and act as the course director for Joint Staff sponsored trainings. Experience in leading trainings, WPS or human security courses preferred.
- Demonstrate experience providing oversight for training curriculum development, execution, and assessment.
- Demonstrate experience leading small teams to meet specific deadlines.
- Maintain proficiency in the Microsoft Office suite.
- Be able to prepare and present materials to Flag Officers, General Officers, or Senior Executive Service (SES) members.
