Job Description
Noblis is seeking an on-site subject matter expert to serve as the Government's primary points of contact for treaty- and agreement-related matters and to provide overall guidance on Air Force requirements for specific treaties and agreements identified by the government as needing SME support. This will be an onsite position at the Pentagon. This position is part of a proposal effort and is contingent upon contract award. Responsibilities include:
- Monitoring all Air Force activities and fielding any questions relating to applicable treaties and agreements and Air Force policy for implementation and compliance.
- Providing support to the Air Force/A10 International Treaties and Agreements including historical background, current and future treaty implications for current projects, and professional opinion(s) on treaty-related matters.
- Providing written recommendations for documents representing Air Force positions on all aspects of Air Force policy relating to the applicable treaties and agreements and professionally brief these recommendations to a wide audience from Air Force senior leaders to the base TCOs.
- Responding to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential treaty issues.
Required Qualifications: Bachelor's degree & 8 years of relevant experience. Will also consider an Associates & 11 years of experience or a High School diploma 14 years of experience in lieu of a Bachelor's degree.
- Must be a US Citizen with an active Top Secret Clearance, with the ability to obtain TS/SCI.
- Demonstrated experience with: New Strategic Arms Reduction Treaty (NST), Chemical Weapons Convention (CWC), Nuclear Non-Proliferation Treaty (NPT), knowledge and understanding of the specific treaty/agreement, implementation and compliance activities and equipment with respect to the specific treaty/agreement, knowledge of Air Staff, JS, and OSD organization and responsibilities with respect to specific treaty/agreement requirements, familiarity with current policy issues with respect to the specific treaty/agreement, knowledge of the ACES or similar treaty reporting databases, experience working in complex environments with multiple points of contact.
Desired Qualifications: Experience within the HAF/A10 community.
