Higher Control SME Position
Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Higher Control (HICON) Subject Matter Expert (SME) to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7). The HICON SME provides subjectmatter expertise in U.S. Government and Joint Staff functions and processes to support the replication of higher headquarters and non-participating organizations during joint exercises and other-directed events. The selected candidate will develop and synchronize realistic higher control products and processes to support exercise objectives and provide an accurate decision-making environment for training audiences.
Security Clearance Requirements: This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.
Key Responsibilities:
- Provide replication of non-participating organizations, including the Office of Secretary of War, Joint Staff, Combatant Commands, Interagency partners, the National Security Council, and open-source media outlets, in support of joint exercises and other-directed events.
- Coordinate with trusted agents from the Command, Components, and other participating organizations to determine requirements for products representing non-participating organizations and maintain a consolidated list to track identification, development progress, and completion.
- Develop products and materials necessary to replicate higher control and non-participating organizations in order to create a realistic environment for the achievement of exercise training objectives.
- Coordinate replication requirements for multiple events that may be in different phases of development, planning, and execution.
- Synchronize exercise product development and content with replicated and non-replicated organizations' products.
- Support planning work groups and exercise design efforts by incorporating realistic higher headquarters processes, products, and decision frameworks into scenario development and execution.
- Assist with development of joint exercise documents, scenario events, and implementers such as orders, reports, meeting minutes, speech transcripts, press releases, and other products required to support exercise control and realism.
- Support exercise execution and post-event analysis by ensuring higher control replication products align with training objectives, exercise flow, and evaluation activities.
Required Qualifications:
- At least 7 years of experience working with U.S. Government and/or Joint Staff functions and processes, including hands-on experience writing, developing, and publishing Office of Secretary of War and/or Joint Staff products.
- Experience developing products such as warning orders, planning orders, deployment orders, execution orders, Secretary of War Orders Book materials, policy memorandums, reports, meeting minutes, speech transcripts, and press releases to create a realistic environment for achievement of training objectives within exercises.
- Prior job experience working in or coordinating with an executive agency within the Department of War such as the Office of Secretary of War or Joint Staff is required.
- Demonstrated relevant experience supporting:
- Supporting planning work groups and exercise scenario development through realistic event design and implementers that achieve training objectives.
- Developing master scenario events and implementers, including orders, reports, meeting minutes, speeches, press releases, and other written products used to elicit participant responses and support exercise realism.
- Assisting the Government to develop, prepare, publish, distribute, and archive joint exercise documents.
- Designing, planning, and executing joint exercise events and support stakeholder coordination, event development, and administrative execution.
- Providing technical, administrative, and coordination assistance in support of branch activities, business processes, briefings, and interorganizational coordination.
- Providing replication of non-participating organizations including OSW, Joint Staff, CCMDs, IA, NSC, and open-source media outlets to joint exercises and other-directed events.
- Coordinating with trusted agents and participating organizations to determine and track replication product requirements.
- Coordinating replication requirements for multiple events in different stages of development, planning, and execution.
- Synchronizing exercise product development and product contents to align with replicated and non-replicated organizations' products.
- U.S. citizenship required.
Preferred Qualifications:
- Direct experience supporting USSTRATCOM or other Combatant Command exercises, planning events, or wargames.
- Experience integrating higher headquarters processes and decision products into exercise scenario development and execution.
- Experience coordinating with Interagency, National Security Council, Joint Staff, or Office of Secretary of War stakeholders in exercise or operational planning environments.
