TREASURY MANAGER

(Fiscal Manager, Senior)

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. The expected salary for the position is approximately at the midpoint of the listed salary range.

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list that will be used to fill current and future Fiscal Manager, Seniorpositions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

TREASURER-TAX COLLECTOR
The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate and courteous services to our internal and external customers. To accomplish our mission and vision, we strive to invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $17.9 million with approximately 78 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System, managing over $19 billion and the banker for the community and school districts in Orange County.

THE OPPORTUNITY
The Treasury Manager, under the direction of the Director of Treasury, assists with all treasury management operations in the Treasury Division of TTC and supports the secure, accurate, and timely deposit and disbursement of over $10 billion in annual public funds. The position identifies and implements treasury transformation technology projects to reduce risks, minimize fraud and reduce costs for all Departments and Educational Districts. They will also be responsible for identifying and implementing new approved taxpayer payment options with digital wallets and direct pay for tax refunds using bank account and debit cards. This position is responsible for overseeing and assisting with the development of TTC’s Treasury Information Technology (IT) strategy, including managing the Treasury Management software, bank connectivity, cash and liquidity management, transaction management, AI, Early Warning System, other fraud screening integration, and financial risk management. Moreover, they will oversee the cash flow forecast of public funds in the County Treasury, manage all County and Educational District bank and merchant processing accounts and other bank related services, identify cost-saving opportunities, streamline operations and ensure compliance with banking regulations, TTC banking policies, segregation of duties and auditing standards to maximize the protection of the County Treasury’s cash assets. The position will also provide assistance with Educational District debt bond financing including official statement disclosures and debt service payments. Additionally, the incumbent will participate in the development of treasury management goals, objectives, policies, and procedures. The Treasury Manager will oversee and analyze the Division’s treasury management data and operational requirements and direct the development and implementation of applicable treasury management systems and procedures to meet those requirements. The Treasury Manager is currently supported by a Cash Manager and three cash management staff positions.

Further responsibilities may include assisting with any of the following:
DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, the ideal candidate will possess a minimum of seven (7) years of progressive experience in a Treasury, accounting, finance, or banking role in the public sector or for a large public or private corporate treasury position. The ideal candidate will also possess at least three (3) years of lead, supervisory, or management level experience with responsibilities for finance, cash management, or treasury-related operations. Additionally, the incumbent will possess experience with banking systems, cash flow forecasting, wire transfers, ACH payment templates, early warning fraud system, bank reconciliations, and other related banking tools.

While not required, proficiency in financial modeling tools and advanced experience with a sophisticated treasury management system, such as Fidelity National Information Services (FIS) Quantum or similar stand-alone treasury management systems, is highly desirable. Moreover, experience in treasury transformation projects, investment principles and techniques, as well as experience in financial investment accounting using Generally Accepted Accounting Principles (GAAP) is also highly desirable as audited and reviewed financial reports are required to be produced on a quarterly and annual basis.

Only the most qualified candidates will advance to the next step in the recruitment process or will be placed on the eligible list.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
