Summary

Synchron has an exciting opportunity for a Senior Navy / Marine Corps POM Analyst to provide direct support to the OPNAV N9I organization. The work includes mostly on-site support for strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls - specifically as they relate to DoD POM development and supporting the PPBE process (Navy preferred). Support will encompass all aspects of developing and implementing the Navy's annual POM process and deliverables, ensuring Strategic Alignment & Integration across all lines of effort to deliver a balanced, defendable Navy Program within fiscal constraints.To ensure Strategic Alignment, support will be provided to review, research, and understand strategic objectives and guidance set forth in Department of Defense (DoD), Secretary of the Navy (SECNAV), and Chief of Naval Operations (CNO) Guidance to align the Navy's investment strategy accordingly.Responsibilities:Provide support to the POM process and other related effortsProvide Warfighting Requirements Management & Decision Support and Programming & Financial Management lines of operations within OPNAV N9IWSynthesize information across multiple warfare domains and areas, understand how Navy fights, and be able to assist in building a strategy-driven, valuation-based Navy program established from the perspective of how Navy fights.Provide senior level Subject Matter Expertise (SME) in the area of warfare analysis and requirements, supporting the N9IW in strategy & POM development.Draft Executive (Flag/SES) level emails, memorandums, talking points, briefs, briefing templates, strategy, and POM serial guidance to support Navy POM development.Provide support in aligning N9IW efforts with Navy Digital POM efforts, establishing required governance and operations protocols, and establishing and applying Knowledge Management practicesEducation and Experience Requirements:Graduate degree OR Bachelors of Science degree and 2 years of experience in supporting Resource SponsorsAt least 10 years of general experience highlighting strategic decision-making, complex problem solving, development and implementation specialized solutions, facilitation of team communication, and design and implementation of business processes and controls - specifically as they relate POM development and supporting the PPBE process (Navy preferred)Proven knowledge of military practices and warfighting conceptsStrong analytic and communication skills with proven experience in analyzing policy and congressional documents, relating insights to strategy and goals, and communicating findings across teams and to leadershipExcellent knowledge of OPNAV processesExperience with PBISActive Secret clearance is requiredMust be a U.S. citizenSYNCHRON, LLC provides technical support services to the Department of Defense, Government Contractors, and select partners.
