The Position
The successful candidate will be eligible to receive a $15K signing bonus as outline by the County's Hiring Incentive Policy.
The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year. There is currently one (1) regular full-time vacancy.
The Ideal Candidate is a strategic, collaborative, and solutions-oriented leader with deep expertise in public sector risk management, workers' compensation, insurance, workplace safety, and leave administration. They are an experienced executive who can navigate complex regulatory environments, build strong partnerships across departments, and confidently advise executive leadership and elected officials on organizational risk, compliance, and operational strategy. The successful candidate is an innovative problem solver who inspires high-performing teams, drives continuous improvement, and is passionate about protecting the County's workforce, assets, and ability to deliver exceptional public service. This is an "at-will" management position.
Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: The equivalent of at least six (6) years of professional full-time, progressively responsible, experience in risk management that included general liability, property and workers' compensation claims and insurance management for a large and diverse organization, public sector experience is highly desirable.
Education: Bachelor's or higher-level degree in public or business administration, accounting, finance, risk management, insurance or a closely related field.
License or Certificate*:
Professional certifications such as Certified Risk Manager (CRM), Financial Risk Manager (FRM), Professional Risk Manager (PRM), and an Associate in Risk Management (ARM) are highly desirable.
Possession of a valid California driver’s license.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
The Recruitment Process
Application Screening Human Resources will screen applications as they are received. Oral Panel Interview The most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year.

A general law county, Napa County is governed by a five-member Board of Supervisors elected by district for four year terms. The Board of Supervisors appoints a County Executive Officer who is responsible for providing overall management for the County’s operations, including day-to-day supervision of the County’s appointed department heads.
Napa County has a budget of over $454 million and has enjoyed relative financial stability in recent years compared to many agencies. More than 1,300 county employees provide services to the public through 17 departments—5 managed by elected officials and the remainder managed by a department head appointed by the Board of Supervisors based on the recommendation of the County Executive Officer. County services include land use permitting, road maintenance, social services, public safety, elections, public health, behavioral health, environmental management, airport operations, library services, emergency operations and dozens of other pro-grams that benefit County residents.
