The PositionThe City of Riverside is accepting applications for the position of ENGINEERING MANAGER - LAND DEVELOPMENT (Non-Classified)* to fill one (1) vacancy in the City Engineering Services Division of the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The ideal candidate will plan, organize, supervise, and manage the activities of the Land Development Division, including development review, engineering plan check, permitting, and related engineering functions. Additionally, they will oversee the review and processing of private development projects and associated public improvements. This candidate will also coordinate development activities with other City departments, outside agencies, developers, consultants, and the public; to develop and administer policies, procedures, and programs.
Under general direction, to plan, assign, supervise and manage professional engineering work as the manager of multiple engineering sections; to develop and administer policies and programs; and to do related work as required.
*This position is designated as Non-Classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.
Work Performed
Typical duties may include, but are not limited to, the following:
- Develop and participate in the implementation of goals, objectives, policies, procedures, and work standards for the Land Development Division.
- Plan, organize, assign, supervise, and manage the work of professional, technical, and administrative staff responsible for development review, plan checking, permitting, and related engineering activities.
- Establish project priorities, monitor workloads and performance, and ensure development projects, plan reviews, permits, and other assignments are processed accurately and within established timelines.
- Select, supervise, train, develop, and evaluate professional, technical, and administrative staff.
- Manage and oversee the engineering review and processing of residential, commercial, industrial, and other private development projects.
- Manage the review and approval of grading, street, sewer, storm drain, drainage, erosion control, traffic, and related public improvement plans for compliance with applicable laws, regulations, City standards, conditions of approval, and accepted engineering practices.
- Manage the review of hydrology and hydraulic studies, drainage reports, Water Quality Management Plans (WQMPs), Low Impact Development (LID) measures, stormwater treatment control measures, and other technical studies associated with development projects.
- Oversee the development and application of Public Works conditions of approval for entitlement projects and represent Public Works in the City's development review and entitlement process.
- Represent Public Works at Development Review Committee meetings, Planning Commission meetings, City Council meetings, and other boards, commissions, committees, community meetings, and interdepartmental meetings as required.
- Coordinate development projects and engineering activities with Planning, Building and Safety, Public Utilities, other City departments and divisions, outside agencies, utility providers, developers, consultants, contractors, and property owners.
- Provide technical guidance and direction regarding complex engineering, drainage, utility, right-of-way, permitting, construction, and development-related issues and assist in resolving disputes or unusual project conditions.
- Oversee the processing and administration of engineering-related permits, agreements, easements, dedications, bonds, fee calculations, and other documents associated with development projects and public improvements.
- Manage Land Development permitting and public counter operations and ensure appropriate staffing, customer service, and coordination with applicants, developers, consultants, and other City departments.
- Coordinate with Construction Administration and inspection staff to resolve construction issues associated with private development and public improvements and ensure consistency between approved plans, conditions of approval, and field implementation.
- Develop, implement, and evaluate procedures and process improvements intended to improve development review, permitting, customer service, interdepartmental coordination, and overall Division efficiency.
- Maintain and oversee engineering records, plans, maps, technical reports, permits, and related development records, including continued modernization and digitization of Land Development records and processes.
- Prepare and review technical reports, correspondence, staff reports, presentations, policies, and recommendations for Department management, commissions, City Council, and other stakeholders.
- Interpret and apply applicable federal, state, and local laws and regulations, City ordinances, engineering standards, policies, and procedures affecting land development and public infrastructure.
- Serve as a technical and management resource to the City Engineer/Deputy Public Works Director and Public Works Director on land development, permitting, infrastructure, and related engineering matters.
- Perform related duties and responsibilities as required.
Qualifications
Education and Experience required:
Education : Equivalent to a Bachelor's Degree from an accredited college or university with major course work in civil engineering or related field.
Experience : Five years of experience in professional engineering work including management level responsibilities in civil engineering.
NECESSARY SPECIAL REQUIREMENTS
- Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
- Registration in California as a Professional Civil Engineer or related field.
HIGHLY DESIRABLE QUALIFICATIONS:
- Master's Degree or post-graduate course work in civil engineering, public administration, business administration, or a related field.
- Experience in land development engineering, development review, plan checking, permitting, or municipal engineering.

Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)
The City offers an attractive benefits package, the central provisions of which are as follows:
- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:
- Management and Professional Units: $150/month
- Senior Management Unit: $175/month
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
- Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
- Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
- LegalEase Plan - Optional legal services plan for employees and eligible dependents.
- Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
- Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
- Administrative Leave -
- Management and Professional Units: 64 hrs. per fiscal year.
- Senior Management Unit: 80 hrs. per fiscal year.
