Transit Adjudication Bureau Senior Hearing OfficerThis position is not eligible for telework. The selected candidate is required to work on site and must report to their assigned work location.The Transit Adjudication Bureau (TAB) Senior Hearing Officer conducts fair, impartial, and timely administrative hearings related to Notices of Violation issued under MTA Rules of Conduct. The Senior Hearing Officer evaluates evidence, applies applicable rules and procedures, and issues decisions and orders in accordance with applicable statutes, rules, policies, and procedures.In addition to performing Hearing Officer duties, the Senior Hearing Officer provides supervision, training, and operational support to ensure the effective and efficient adjudication of cases within the Transit Adjudication Bureau. The Senior Hearing Officer assists with the day-to-day supervision of Hearing Officers, ensuring consistency in decision-making, adherence to legal standards, and compliance with TAB policies and procedures. This position plays a key leadership role in maintaining quality control, operational efficiency, and the professional development of TAB's adjudication staff.Responsibilities:This position is not eligible for teleworking and requires on-site attendance.Must work a minimum of three (3) days per week, or as otherwise required by operational needs.Perform all Hearing Officer duties.Conduct fair and impartial administrative hearings.Review testimony, evidence, and case records.Apply the applicable MTA Rules of Conduct and all applicable laws, rules, policies, and procedures.Issue timely written decisions and orders.Ensure due process and procedural fairness.Participate on appeal boards, as assigned.Complete duties outlined in TAB Operations Manuals.Assist in supervising Hearing Officers to ensure the effective adjudication of cases.Provide training, mentoring, and coaching to Hearing Officers.Assist in evaluating Hearing Officer performance against established standards.Support the implementation of operational procedures and workflow improvements.Handle special projects assigned by management or TAB leadership.Promote consistency, quality, and accuracy across adjudicatory decisions.Education and Experience:Juris Doctor (J.D.) degree from an accredited law school.Admission to practice law in the State of New York for at least three (3) years.Experience adjudicating administrative hearing cases.Experience supervising or mentoring attorneys or adjudicators.Desired Skills:Strong legal research, writing, and analytical skills.Excellent oral and written communication skills.Demonstrated ability to manage a high-volume caseload in a fast-paced environment.Strong judgment, attention to detail, and decision-making skills.Proficiency with TABIS, Microsoft Office, Windows, LexisNexis, and related systems.Public sector legal experience, particularly within New York City or New York State government.Selection Method:Based on evaluation of education, skills, experience, interview, and written assessment.All selected candidates will be subject to a full background investigation that includes employment and education. Discrepancies may lead to dismissal.Final salary is determined by experience, skill set, and alignment with compensation practices.
