ABOUT THE POSITION

The Digital Product Manager will play a pivotal role in advancing Marin County’s digital transformation with a focus on high-impact enterprise platforms. This position will manage some of the County’s most critical software solutions that empower the people and processes that make local government work.

This role requires cross-department collaboration, customer-centric solutioning, process optimization, and alignment with Board of Supervisors’ priorities. This is a 3-year fixed-term, fully benefits eligible position . Fixed-term positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

After an initial training and orientation period, there may be an opportunity to work a hybrid schedule with 3 days onsite and up to 2 days remote.

Depending on assignment, Digital Product Managers may own one or more high-impact enterprise platforms. Our current priority is the County's Agenda Management System (OneMeeting) platform, with opportunities to expand into additional enterprise systems as the County's Product Management practice grows.

The Agenda Management (OneMeeting) & Enterprise Platforms Product Manager will:

• Serve as the product owner for the County's Agenda Management (OneMeeting) platform, ensuring it effectively supports Board of Supervisors meetings and departmental agenda workflows.
• Continuously improve business processes, user experience, training, governance, and adoption across departments.
• Partner with users, business stakeholders, engineering teams, vendors, and project managers to prioritize enhancements and maximize the value of County technology investments.
• Lead product discovery, workflow analysis, user research, roadmap development, and ongoing product improvement.
• Establish sustainable product practices that reduce operational burden, improve cross-department collaboration, and ensure enterprise platforms continue delivering measurable business value.

Future product assignments may include other enterprise platforms supporting County operations, such as workflow, collaboration, forms, communications, digital payment, and other business systems, based on organizational priorities.

• Stakeholder Leadership & Influence - Builds alignment across executives, operational staff, IT, vendors, and departmental leaders with competing priorities.
• Change Management & Adoption - Leads organizational change through training, communications, governance, and continuous improvement to maximize adoption and long-term success.

• Product Discovery & Requirements - Identifies user and business needs through interviews, observation, data, and process analysis; translates findings into clear product direction and priorities.

• Vendor & Platform Management - Partners with software vendors to influence roadmaps, evaluate capabilities, negotiate priorities, and ensure the County realizes value from technology investments.
• Data-Informed Decision Making - Uses operational metrics, customer feedback, and business outcomes to prioritize investments and measure success.
• Cross-Functional Leadership - Successfully leads without direct authority, bringing together business, technical, and operational teams to solve complex problems.

• Communication & Executive Presence - Effectively communicates with technical and non-technical audiences, facilitates difficult conversations, and presents recommendations to executive leadership.

• Technical Acumen - Understands enterprise software architecture, integrations, APIs, and implementation considerations sufficiently to partner effectively with engineering teams.

QUALIFICATIONS

KNOWLEDGE OF

• Principles, business processes, and practices related to the assigned area. Business systems applications in program area of assigned work.
• Procedures and practices for testing business functions within ERP systems and applications.
• Application software including project management, presentation, spreadsheet, and word processing applications.

ABILITY TO

• Lead discussion with managers and end users to define and document business requirements; develop and document business and technical process, functions and procedures.
• Coordinate with end users and technology staff to implement new releases of software, new functionality and system patches.
• Develop an understanding of departmental business processes and technology requirements.
• Read and interpret a variety of technical manuals and instructions designed for automated applications.
• Plan, direct and review the work of staff; instruct staff in work procedures; provide input into selection, work evaluation and disciplinary decisions.
• Communicate effectively both orally and in writing, including writing clear, concise and detailed instructions, procedures and reports.
• Establish and maintain effective working relationships with persons contacted in the performance of duties.

MINIMUM QUALIFICATIONS: Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor's degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work and two years of responsible journey level experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities. Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.
