Position InformationThe Sheriff's Office is seeking an experienced extra-help Fiscal Analyst to join their team!Starting salary negotiable up to $57.79/hour* About the Sheriff's Office Since 1850, the Sonoma County Sheriff's Office has been providing law enforcement, court security services, and detention services to the people of Sonoma County. The Sheriff's Office is comprised of over 650 employees and approximately 100 volunteers. Servicing a county of over 1,600 square miles and population of over 500,000 people, the Sheriff's Office is responsible for primary law enforcement services of the unincorporated area, the Town of Windsor, and the City of Sonoma.
About the Position As a Fiscal Analyst in the Sheriff's Office you will manage budgets, approve expenditures, and track fiscal activity for assigned operational units. You will also have the following responsibilities:
- Evaluate operational and administrative issues and recommend solutions
- Manage purchasing and contracts for goods and services that support assigned operational units
- Provide reporting and analysis to support planning and decision-making for the department
- Coordinate and lead fiscal projects including estimates, timelines, tasks and deliverables in partnership with various stakeholders
The ideal candidate will have strong budget experience, excellent analytical and critical thinking skills, and be solutions-oriented. You will also possess many of the following:

Extra-Help EmploymentExtra-help employees relieve or augment permanent staff. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as long-term disability insurance coverage, accrual of vacation, participation in the County retirement program, or eligibility to take promotional examinations.
Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.
This recruitment is being conducted to fill one temporary , extra-help position in the Sheriff's Office. This employment list may also be used to fill future extra-help positions as they occur during the active status of this list. The Civil Service title for this position is Department Analyst.
*Salary is negotiable within the established range.

Minimum QualificationsExperience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.
Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and AbilitiesWorking knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.
Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.
Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.

Additional Information Being part of the Sheriff's Office and being expected to keep the public safe requires a thorough background investigation process. This process includes an assessment of prior work history, verifying educational experiences, court reports, public records searches, and understanding past patterns relating to drug usage, financial patterns, etc. This entails gathering a significant amount of information from job candidates and speaking to former employers, friends, family members, etc. Polygraphs, drug tests, and medical and physical examinations are also part of this process. Candidates must be honest and forthcoming about information that may arise during the background process. Deception during any portion of this process is grounds for disqualification, even after employment. This process can take anywhere from 3-5 months. Many factors are taken into consideration and one should not assume a credit issue or prior drug use is automatically disqualifying.
