Job Characteristics ***OPEN & PROMOTIONAL JOB OPPORTUNITY*** Systems ManagerThe City of Concord is currently looking for an experienced IT professional to fill one Systems Manager vacancy in the Information Technology Department. The Information Technology Department The mission of the Information Technology Department is to ensure Concord’s technology portfolio provides the appropriate set of tools required for delivering high-quality services to internal departments, Concord residents, and other agencies in a consistent manner sustainable over the 10-year budget horizon. The Systems Manager will be a key contributor to providing high-quality support and coordination with all City business units, including the Police Department; and will enjoy using their extensive knowledge of IT security concepts and controls to protect the City's investment in IT technology and its data.
What you will be doing: The Systems Manager develops, organizes, directs and administers the City's Information Technology systems, networks, and component services and programs in order to meet the City's required service level needs. This includes responsibility for the design, implementation, and administration of systems and technology that support the data systems networks for the City of Concord.
We are looking for someone who: - Has experience planning, developing, implementing, upgrading and supporting mission-critical enterprise networks and systems infrastructure
- Has experience working with Cisco Network Equipment, Microsoft Server systems, enterprise security, and VMware
- Is service-oriented, and is experienced in providing outstanding customer service to both internal and external customers
- Is a collaborative team player with the ability to lead small teams

SELECTION PROCESS

Conviction History and Background Investigation:
If you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Examples of duties include, but are not limited to Manages the disaster recovery function to ensure daily backups are completed successfully and sufficient for restoring data and systems. Designs backup system configuration, monitors error logs and periodically tests the restore process. Manages and performs capacity planning to ensure systems and applications perform above specified service levels. Monitors disk storage utilization and system performance. Plans and administers the installation of additional storage / capacity as required. Monitors system performance using built-in and 3rd party monitoring tools to ensure systems are healthy and meet desired service levels and provides the Information Technology Manager - Operations with system capacity reports showing historical trends. Implements and administers facilities and reporting infrastructure to continuously monitor system event logs using systems management tools. Investigates error and warning messages, then plans and implements appropriate corrective actions to eliminate errors and unnecessary warnings. Ensures system configuration documentation is accurate, up to date and adequate for compliance and disaster recovery needs. Designs, plans and oversees disaster recovery and testing for network and systems equipment. Works with Applications staff and Operations Manager to develop and maintain Department and Organizational Disaster Recovery Plan. Maintains network and systems hardware equipment inventory, monitors firmware releases and schedules updates to firmware and corresponding configuration documentation. Designs and documents procedures for operational maintenance for Microsoft, VMware, Citrix, Cisco, VoIP and SAN/NAS storage systems. Monitors available firmware, operating system fixes and security patches and schedules updates. Facilitates the installation of new servers, equipment upgrades and enhancements and ensures systems are operationally ready and can be recovered before applications are installed and user can access the system. Oversees the provisioning of new virtual machines in VMware, storage and backups, ensuring the configuration is appropriate and complies with established standards and is well documented. Manages process for user and privileged user account and service account provisioning according to the department security policy. Confers with IT Managers and staff to design, monitor and enforce appropriate use of Active Directory. Ensures optimum functionality of security firewalls, threat prevention, identity services, URL filtering and endpoint protection, and coordinates deployment and configuration. Oversees security awareness program. Promptly and thoroughly investigates assigned trouble tickets and provides accurate explicit written information ensuring resolution meets defined service levels. Assists in training and mentoring support staff. Provides capacity analysis and product specification consulting services to project, applications and operations staff from requirements documents of sanctioned projects and budget planning. Maintains knowledge of new technology and the ongoing development of WANs, LANs, networks, systems and related hardware and software, and software applications; acquires and distributes pertinent information to user departments via supervisor. Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City. Performs other work as assigned.
Qualifications Knowledge, Skills, and Abilities A strong hands-on working knowledge of Microsoft Windows systems, Active Directory, VMware, and SAN and NAS storage technologies, as well as Cisco Routing and Switching, Security, Voice and Wireless systems. Knowledge of and familiarity with software development lifecycle processes and concepts; MCSE on Server Infrastructure or equivalent. Knowledge and expertise with SQL Server, Microsoft Exchange, and Citrix XenApp are also desired.
Ability to give and receive direction across multiple levels of management and technical disciplines; perform root cause analysis and making accurate risk assessments; make sound decisions in short time frames under pressure in a complex technical environment; work some nights, weekends and holidays to ensure system uptime and availability; travel to the various facilities throughout the City of Concord; communicate efficiently, effectively and professionally; manage complex technical projects and technical staff.
Superior skills in problem-solving, scripting and automation.
Education: Possession of a Bachelor's Degree in computer science or a related field is required . Coursework in Server Systems Administration, Microsoft Operating Systems and product suites, Cisco networking systems and products, and related technologies is highly desirable.
Experience: Five (5) years of progressively responsible experience in IT Operations, including at least three (3) years' experience using at least one server monitoring solution and supporting a Microsoft centric network environment with at least 200 concurrent users.
The proven ability to manage, maintain, deploy and administer servers and system technologies that comprise a Microsoft, VMware, and Cisco centric network is highly desirable.
OtherA California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
