The City of Palo Alto is recruiting a Senior Engineer for the Water Quality Control Plant. The plant is currently undergoing a significant renovation which includes cutting-edge upgrades. This is an opportunity to work with new technologies and grow into an experienced leader in the field.

During this construction-focused phase of the renovation, the City recognizes that the right candidate for this role will be an engineer who is experienced in partnering with contractors to deliver the city objectives while maintaining a focus on relationship management to achieve longer-term goals.

Normal work hours are 6:30 am - 4 pm Monday - Friday on a 9/80 schedule with every other Friday off. Some flexibility in work hours is possible to optimize commute times.

During the construction phase, the majority of work for the Senior Engineer will be on site. However, in 12 - 18 months, the position is expected to become hybrid working 1 - 2 days/week remotely.

The Ideal Candidate:

• A registered Professional Engineer with the State of California - discipline may vary (civil, mechanical, environmental, etc.) with experience in public sector water projects.
• A courageous team player with solid people skills
• Experienced with governmental and regulatory delays and possessing the problem-solving skills to succeed in this environment.
• State Water Resources grade certification in wastewater is highly desirable

Reports To: Water Quality Control Plant Manager
Supervises: Direct supervision of Project Engineer and Engineer classifications, and involves coordination with contract managers and other engineers, and operations and maintenance staff

Purpose of Classification

Incumbents in this position are responsible for managing the operations and activities of the Regional Water Quality Control Plant. The mission of the Regional Water Quality Control Plant (RWQCP) is to protect San Francisco Bay by cleaning and treating wastewater before it is discharged to San Francisco Bay. Owned and operated by the City of Palo Alto, the Plant treats wastewater for the communities of Los Altos, Los Altos Hills, Mountain View, Palo Alto, Stanford University and the East Palo Alto Sanitary District. The plant treats roughly 20 million gallons of wastewater per day. Routine Duties:

• Meet with and coordinate with the contract manager, contractors, and plant leadership for the various projects ensuring a healthy relationship and efficiency of work completed.
• Creating presentations for cross-departmental communications.
• Preparing detailed budget estimates with governmental reimbursements planned in.
  
  Other Important Duties
• Be able to find innovative, simplified, and frugal ways to achieve desired goals.
• Be able to be firm and polite while encouraging the various groups to comply with desired goals and deadlines.
• Be able to speak up when contractors and staff disagree with a concept, and at the same time, be able to gain support for a decision they don't agree with.

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Performs project management for major wastewater systems projects, including scope of work, budget, contract and code compliance, utility and construction safety, staffing, and public relations.
  
• Manages and directs the work of utility contractors to ensure compliance with applicable utility project specifications and other regulatory requirements. Monitors contractors' compliance with their safety program on projects.
  
• Manages complex engineering design and construction projects on time, within budget, and with minimal disruption to surrounding uses.
  
• Performs project management and oversees technical design for projects, including scope of work, budget, contract and code compliance, utility and construction safety, staffing, and public relations.
  
• May prepare and submit grant applications.
  
• Serves as a liaison with employees and external organizations; represents the City at a variety of meetings, public events, training sessions, on committees, and/or other related events.
  
• Participates in coordinating the exchange of information within the organization, with external agencies, and with the public.
  
• Ensures compliance with applicable Federal, State, and local laws, rules, regulations, and policies.
  
• Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; and makes recommendations and presentations based on findings.
  
• Coordinates initiatives for the enhancement and improvement of service, program, and/or project delivery.
  
• Assists in developing and maintaining short and long-term strategic planning processes in assigned area of responsibility.
  
• Participates in/on a variety of meetings, committees, and/or other applicable groups in order to receive and convey information.
  
• Performs other duties of a similar nature or level.
  

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

BA/BS in an engineering field and six years of directly related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements:

-Valid California Driver's License.

-Registration as a Professional Engineer in the State of California.
