The Community Development Specialist (CDS) plays an integral role in coordinating the work that supports the efforts of Wake County’s municipalities to build and preserve affordable housing. The CDS will support the Affordable Housing Planner in managing Planning Unit programs, such as the Community Investment Partnership Program (CIPP), which provides funding to municipalities for community projects and the Public Land Disposition (PLD) Program, which creates affordable housing on County-owned land. The CDS also assists in municipal research, engagement and education efforts, leveraging data to evaluate land use patterns and planning needs throughout the County to guide decision-making and provide localized support with a goal of expanding affordable housing opportunities County-wide.

The ideal candidate will be passionate about improving housing accessibility through local policy, programs and initiatives. They should possess a foundational understanding of affordable housing development, land use policies and municipal government, gained through a combination of experience and education. Additionally, the candidate should also demonstrate a solid capacity for learning, with an interest in understanding departmental and County processes, programs and procedures.

Essential Functions:

• Assist with project management tasks for the Community Investment Partnership Program (CIPP) and the Public Land Disposition (PLD) program. This includes supporting the RFP process, helping to organize meetings and communicate with stakeholders, tracking basic progress and aiding in compliance monitoring and report preparation
• Take part in and help manage interactions with municipal officials and community stakeholders to support planning initiatives and gather input on affordable housing projects. Participate in meeting and community outreach activities when necessary
• Support quantitative and qualitative research and data collection on affordable housing and planning-related topics to help inform planning decisions and policy development
• Help manage communication and coordination across projects within the Housing Department, across the County and with municipal partners to support better integrated planning initiatives
• Stay informed on federal, state, and local policies related to affordable housing and urban planning

As the population and economy continue to grow in Wake County, the need for affordable housing development and preservation increases. Not only do more units of affordable housing need to be built, housing services must be provided to support families and individuals to access or maintain safe, decent, affordable housing. Affordable housing is also critical to preserving Wake County’s economic competitiveness by offering housing for workers at all income levels, supporting housing stability and economic opportunity for its residents and furthering Wake County’s commitment to healthy and inclusive growth. The Department’s programs include Community Revitalization, Development Financing, Rental Assistance, Homeless Services, Community Outreach, Emergency Shelter, Veterans Services and Permanent Supportive Housing.

The Basics (Required Education and Experience)

• Bachelor's degree in Business, Economics, Community Development, Urban Planning, Public Administration or related field
• Three years of job-related experience
• Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

• Five years of experience in urban and regional planning, municipal government, affordable housing and/or community development
• Familiarity working in or with municipal government planning departments to implement strategies to preserve and increase affordable housing
• Use of GIS software or other data analysis tools
• Possess a master’s degree in public administration, urban and regional planning, community development, construction management or equivalent
• Experience administering HUD entitlement programs related to affordable housing, particularly the Community Development Block Grant (CDBG)

How Will We Know You're 'The One'?

• Focus, passion, interest and skills in administering housing programs and initiatives that give Wake County residents greater access to housing and neighborhood stability
• Knowledge and/or experience with HUD entitlement program administration, especially the Community Development Block Grant (CDBG)
• Knowledge and/or experience with HUD compliance tasks including annual monitoring, environmental reviews, Davis Bacon and Section 3 reporting
• Knowledge and experience managing projects in municipal planning, construction, design and/or engineering
• Demonstrated ability to maintain a high-level of organization between multiple projects and tasks
• Ability and willingness to learn and take prompt action to accomplish objectives and achieve goals beyond what is required
• Excellent decision-making, customer service and communication abilities, including written, verbal and listening skills
• Ability to build solid cross-functional relationships and maintain partnerships internally and externally to meet deadlines on multiple projects

Emergency Service Worker Statement

In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
