We are currently recruiting for a part-time Insurance Coordinator in the Human Resources Department to coordinate and perform duties related to the City’s insurance program designed to eliminate, reduce, or manage risk involving City property and personnel, and to perform related work, as required.

Description:

Under general supervision, handles duties related to the coordination and performance of duties related to the City’s insurance program, including analysis of insurance coverage information and documents on City contracts, agreements, and permits to determine whether coverage, indemnifications, and endorsements submitted to City are in conformance with City policies and requirements; providing information pertaining to insurance coverage requirements and limits for City contracts and agreements; issuing certificates of insurance and letters of self-insurance required of the City by external institutions; interacting with City departments to obtain underwriting information for carriers related to the City's insurance policies; administering the City’s Special Event Program insurance program; maintaining the City's extensive property schedules, and assisting with insurer appraisals and asset inspections.

Key Responsibilities:

• Perform day to day tasks related to the City's comprehensive insurance program;
• Maintain the City's extensive property schedules;
• Provide guidance to departments related to insurance and provide certificates of insurance related to contract requirements;
• Administer the City’s special event insurance program;
• Work with other City departments and employees to obtain underwriting information for insurance providers and analyze risk exposure from City contracts and agreements;
• Review insurance documents submitted to the City to ensure compliance with City requirements;
• Other duties as assigned.

• Insurance contracts, policy, and terminology;
• Methods and techniques used to identify risk and indemnity;
• General principles, practices, and obligations related to insurance programs;
  • The ability to interpret, apply, and explain rules, regulations, policies, and procedures in a variety of procedural situations;
• Proficiency in a variety of office equipment including a computer and appropriate software;
• Excellent organizational skills and attention to detail;
• Effective verbal and written communication skills.

Ability To:

• Research, read, comprehend, interpret, and apply complex legislation, laws, policies, and proposals pertaining to insurance;
• Communicate effectively in a clear and concise manner both verbally and in writing when interpreting and explaining laws, rules, regulations, data, information, findings, and recommendations;
• Establish effective working relations with management, employees, and the public;
• Adapt in a fast paced and ever-changing environment, prioritizing many important tasks throughout the day.

Minimum Requirements

Education:

Two years of college with major course work in risk management, insurance, business administration, public administration, or a related field.

Experience:

Four years (full-time equivalent) of increasingly responsible paraprofessional experience in risk management or an insurance company or as an insurance broker. Experience with administering, underwriting, marketing, or negotiating insurance programs or duties including commercial liability and/or commercial property is highly desirable.

Salary Range: $28.69 - $38.46/hour. This position is currently budged at $28.69/hour.

Employment Status: This is a part-time, temporary, at-will, non-benefited position.

SELECTION PROCEDURE
Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.
The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
