CONVENIENCE/RECYCLE CENTER CLOSURE OPERATOR
Description
DescriptionOperates and maintains convenience center using heavy equipment and roll-off truck requiring knowledge, and operational experience loading recyclables in designated roll-off boxes and waste from the public with a front end loader as needed for bulk waste. Performs highly skilled work in the operation of a wide range of heavy equipment collecting, transporting and disposing of recyclable materials. Follows convenience/recycle center plan, for safe operations of the center and associated equipment. Performs post-closure environmental compliance monitoring, reporting and maintenance on closed solid waste disposal facilities.
Examples of Duties Convenience/Recycle Center Operations - Assists and communicates with the general public on the separation and placement of waste & recyclable materials to designated areas.
- Single handedly operates roll-off truck and other vehicles.
- Performs various tasks to maintain the Convenience Center, pickup loose trash, restacks and/or moves improperly placed waste, and make minor equipment repairs.
- Handles and places waste tires in the FDEP permitted tire storage trailer.
- Cleans the outside of recycling containers and removes any unwanted items left at the sites.
- Inspects equipment before, during, and after operation or servicing and reports malfunctions immediately to the foreman.
- Separation of metal recyclable materials according to classification for sellable (copper, aluminum, etc.)
- Cleans debris from radiators on a daily basis, using water pressure, water wash, and/or compressed air as necessary.
- Operates complex controls requiring the use of arms, hands, legs, and feet.
- Operates equipment in close proximity to people and other equipment.
- Maintains daily logs of recyclables picked up.
- Collects white office paper from various sites throughout the County.
- Maintains a reliable attendance record.
- Required to complete all written documentation related to the job function.
- Performs preventative maintenance to include greasing, fueling, lubrication, and monitoring fluid levels.
Landfill Closure/Post Closure Operations - Performs duties as facility compliance and maintenance technician. Performs post-closure maintenance on closed landfills and related systems including electrical components, leachate pumps and meters. Performs duties directly related to environmental monitoring. Prepares and maintains all state mandated records and reports daily, monthly, and quarterly.
- Monitors work done by others to ensure compliance with closure permit conditions.
- Performs vegetative growth control in the rim, ditches, and surrounding ponds by using various heavy equipment as needed.
- Responds to flare system shutdown emergency situations.
- Inspects equipment before, during, and after operations or servicing and reports malfunctions immediately to manager.
- Operates complex controls requiring the use of arms and hands, and feet and legs.
- Cleans debris from radiators on a daily basis, using water pressure, water wash, and/or compressed air as necessary.
- Uses hand or power tools, and motor driven equipment.
- Performs preventative maintenance to include greasing, fueling, lubrication and monitoring fluid levels.
- Performs weekly, monthly, and quarterly inspection form in accordance with the storm water spill prevention plan.
- Performs other tasks as required in support of department operations.

Typical Qualifications- High school/GED and two (2) years of general work experience in recycling or related field; or any equivalent combination of training, education, or work experience which demonstrates the ability to perform the duties of the position.
- Must possess a valid Class B Commercial Drivers License.
Supplemental Information- Ability to identify illegal solid waste substances.
- Ability to operate a large motorized vehicle, including mechanical and electrical gears, levers, and devices for the collection, packing, and selling of recyclables.
- Ability to establish and maintain effective working relationships with other employees and the general public.
- Considerable knowledge of county laws, ordinances, and regulations relating to convenience center/recycling centers, solid waste closure, and pre-closure care.
- Knowledge in the operation, servicing, and minor repairs of center equipment (all types of mowers, weed eaters, wheel loader, and tractor) on a daily basis.
- Knowledge of principles of safety.
- Ability to understand and follow oral and written instructions.
- Ability to take a teamwork approach to the job by cooperating with peers, offering to help others when needed, and considerable overall organization or team goals.
- Ability to operate ground maintenance equipment.

WORK ENVIRONMENT: - Work is performed in a field environment with exposure to heat, dust, odor, fumes, cold and wet adverse climate conditions.
