THE DEPARTMENT
The Human Resources Department (HRD) positions the City of Austin as an employer of choice through balanced, efficient, and collaborative strategic partnerships. HRD oversees executive recruitment, compensation, employee benefits, workers’ compensation, employee relations, and employee safety for the City of Austin. HRD also ensures compliance with state and federal mandates such as Chapter 143 Civil Service and the Americans with Disability Act. HRD supports and develops a high-performing and diverse workforce and fosters a healthy, safe, respectful, and productive work environment for
employees and their families, City departments, and the community. The Department provides its services through 140 FTE positions and an annual operating budget of $26.5 million. Divisions within HRD include Americans with Disabilities, Benefits, Civil Service, Compensation, Diversity and Veteran Initiatives, Employee Relations, Finance, Insurance, Municipal Civil Service, Quality Assurance, Records, Risk Management/Safety, and Talent Acquisition.
THE POSITION
Reporting to the Human Resources Director, this Assistant Director is an executive role responsible for Risk & Safety, Insurance, Benefits, and oversight of several funds for the Human Resources Department. Reporting to this Assistant Director are several managers, and a total staff size of 30. Key responsibilities include directing benefits and training in safety, risk management programs, workers’ compensation programs, and other training programs; preparing and modifying personnel policies and recommending adoption to the City Manager; preparing annual reports and budget estimates for the Department; interpreting personnel policies, procedures and regulations for personnel of other departments, and conferring to resolve problems related to personnel policies and administration and advising City management on personnel trends and problems.
The ideal candidate will have deep experience with employee benefits, insurance, risk, and their financial aspects in a large public agency; effective change management skills; a collaborative style with strong communication skills; a lens for equity and an understanding of how to apply it in this work; and a strong work ethic and follow-through to take on improvements to large-scale programs and systems.
SALARY & BENEFITS
The salary range for the Assistant Director of Human Resources is $167,000 to $177,000, with placement in the range depending on qualifications. The benefits package includes medical, dental and vision coverage, life insurance, compensated leave, short-term disability, and retirement benefits. The City is a member of the Proportionate Retirement Program. Optional benefits include supplemental life insurance, a 457 deferred compensation plan, long-term disability plan, and a legal plan.
