SPECIAL SALARY INFORMATION:

Management Appraisal of Performance Plan (MAPP): This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

DEFINITION:
Managesa majorsection in the planning,development, coordination, implementation, and administration of departmental strategic health care program initiatives and projects.

CLASSIFICATION STANDARDS:
Positions allocable to this class report to an executive level manager and are responsible for planning, organizing, directing and evaluating the work of a section responsible for coordinating all departmental activity related to new and existing key healthcare programs. Positions allocable to this class are distinguished by one or more of the following: 1) enterprise level coordination of programs across multiple health facilities or units; 2) coordination of programs requiring extensive collaboration between DHS and other County departments or external agencies; and/or 3) coordination or programs that impact the system-wide delivery of health services.

Essential Job Functions

Directs all activities of the Office of Environmental Justice and Climate Health. The position will plan, manage the development of environmental health policies and practices, implement policies, practices and manage the delivery of countywide strategic public health initiatives on behalf of the Department. This position will be responsible for providing administrative direction and oversee the planning to address environmental justice issues along with climate health. Additionally, the position will provide technical advice to County representatives on environmental justice and climate health issues impacting the public’s health.

The position is needed to interface with regulatory agencies, municipal administrators, residents, community leaders, and industrial representatives during industrial releases where multi-agency efforts are required to restore communities from toxic environmental exposure events. The position will manage highly complex, system-wide strategic planning; community-wide initiatives; public awareness campaigns; grant preparation and management; community engagement; health impact assessments, and environmental and health data collection and analysis.

Directs and manages the implementation of the strategic plan for the Office of Environmental Justice and Climate Health; oversees the development of planning within the Office of Environmental Justice and Climate change; works closely with Unit managers to implement established goals and the mission of the Board and program; works with County representatives and community members on Environmental Justice and climate health workplans.

Manages a team of health program analyst professionals; delegates assignments, evaluates their work, assesses performance, trains and mentors; and oversees the collaboration and coordination among all Environmental Justice and Climate Health initiatives with community members, stakeholders, County representatives, etc.,; directs and provides administrative and technical direction to staff within the Office of Environmental Justice and Climate Health.

Builds partnerships with multiple County departments to effectively utilize the expertise and capacity of other County agencies, such as Chief Executive Office (CEO), Chief Sustainability Office, Office of Oil and Gas, County Counsel and other applicable departments; participates in Environmental Justice and Climate meetings and discussions on matters that are controversial; and represents the constituents of LA County by working closely with stakeholders and County Counsel.

Leads the development, negotiation, implementation, and management of the program budget along with looking for grant opportunities to fund activities within the branch. Facilitates group or one-on-one meetings with State representatives, County and municipal executives, other county directors, community leaders and community-based organizations.

Manages the development and implementation of Environmental Justice and Climate evaluation activities to monitor program health outcomes, compliance, and the impact to those we serve; and oversees the research and analysis of health program data and the development of Environmental Justice and Climate health program reports including findings, conclusions and recommendations for executive level review and formal publications.

Serves as a departmental spokesperson for environmental justice and climate health at County and community events, as well as provides presentations before high-level county and departmental commissions, board meetings, etc.

Requirements

SELECTION REQUIREMENTS:
OPTION I:

Four (4) years of progressively responsible experience* in a staff capacity** analyzing, evaluating, coordinating, and making recommendations for a variety of healthcare programs for a large integrated healthcare delivery system***, one year (1) of which must have included supervisory Environmental Health experience**** at the level of Los Angeles County's class of Senior Staff Analyst , Health ***** , Assistant Hospital Administrator IV ******, or higher.

OPTION II:

Four (4) years of progressively responsible experience* in a staff capacity** analyzing, evaluating, coordinating, and making recommendations for a variety of human services programs for a social services provider, one year (1) of which must have included supervisory Environmental Health experience**** at the level of Los Angeles County's class of Senior Staff Analyst, Health ***** , or higher.

LICENSE:
A valid California Class "C" Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light -
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Work under general supervision of the line or division manager.

*** A large integrated healthcare delivery system is defined as a network of healthcare providers, including hospitals, physician groups, and other ancillary services, that work together under one organization to provide a coordinated continuum of care to a defined patient population.

****Environmental Health Experience consists of knowledge, skills, and practical expertise acquired through work in fields related to environmental health which includes knowledge of environmental justice and climate health. Environmental health experience includes the assessment, management, and mitigation of health risks associated with environmental factors and evaluating the impact of these hazards on public health. As well as developing strategies to manage or reduce risks to human health from environmental hazards and implementing control measures, safety protocols, and best practices to mitigate exposure. Experience in regulatory compliance of local, state, and federal environmental regulations and standards.

***** In the County of Los Angeles, Senior Staff Analyst, Health is defined as s upervises a team of analysts providing technical and consultative service to management in major health service areas.

****** In the County of Los Angeles, Assistant Hospital Administrator IV is defined as a ssists in the administration of a large hospital, by managing and coordinating the supporting services for patient care programs of a major area of the hospital.

EXAMINATION CONTENT:

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
