Description

Under the supervision of City Manager, the Code Enforcement Manager provides management, administrative and supervisory functions overseeing the daily activities of the Code Enforcement Division.

Duties

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Coordinates activities related to Code Enforcement; coordinates code enforcement hearings; cites offenders; reviews ordinances for updates; establishes and maintains annual budgets; establishes and bids out projects related to code enforcement; monitors foreclosed properties in City; coordinates activities related to code enforcement between city departments.

Performs other related duties as required or assigned.

Supplemental or Additional Information

Knowledge of Florida state laws and statutes or the means by which to access such.

Knowledge of or the ability to learn citywide administrative regulations; policies; ordinances, criminal justice processes; department systems; and applications associated with job functions.

Knowledge of report and record maintenance principles and practices.

Knowledge of business English, the application of such to a variety of formats, styles, and editing principles and techniques.

Skilled in the use of modern office equipment and various computer programs and applications, to include Microsoft Word, Excel and Outlook.

Organization, attention to detail, listening, prioritization, and time management.

Ability to perform work in all weather conditions.

Ability to establish and maintain effective working relationships and interact in a positive, professional manner with the public, fellow staff, and city vendors.
Ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

Ability to perform in a supervisory capacity over subordinates.

Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
