Description
GeneralThe GIS Architect is responsible for the continued development and growth of an Enterprise GIS for the San Mateo County Transit District. This position resides within IT, which is a shared-service Division that supports SamTrans (Bus and Paratransit), Caltrain (Rail), and the Transportation Agency (Grants & Toll Revenue). The district is seeking a self-motivated, creative, and proactive individual who can seamlessly transition between collaborative and independent work environments. This role involves mentoring GIS staff to help them achieve their assigned goals. Key responsibilities include developing spatially enabled databases, conducting advanced spatial analyses, and creating professional maps and figures. The position also entails reviewing field data collection efforts and transforming raw data into actionable insights. Additionally, the ideal candidate will investigate and recommend technology solutions, develop GIS policies, create standardized operating procedures, and identify needs and growth strategies within a multi-tiered Enterprise GIS environment.

- Develop and implement comprehensive GIS standard operating procedures and policies for efficient data creation and acquisition.
- Analyze spatial datasets and produce high-quality professional maps and figures to support informed decision-making.
- Review, process, and conduct quality assurance/quality control (QA/QC) on spatial datasets, enriching attributes and migrating production-ready datasets to a centralized repository.
- Act as the primary GIS point of contact for the Agency; collaborate with sponsors and stakeholders to establish and prioritize GIS initiatives.
- Establish and enforce standardized procedures and best practices for GIS deployment and utilization across the organization.
- Responsible for mentoring and training team members and end users on GIS data and applications.
- Conduct research into GIS issues and products as required.
- Participate in design of new GIS analysis methodologies, applications, and strategies.
- Establish and implement policies, procedures, and technologies (including firewalls) to ensure GIS security.
- Hire, mentor, supervise, and take appropriate corrective and/or disciplinary action for staff. Ensure EEO and affirmative action policies and procedures are followed. Participate in selection and coordination for staff training and professional development, establish performance objectives, monitor and evaluate employee performance.
Examples of Duties- Manages GIS related projects, efforts, and teams to meet objectives, timelines, and ensures accurate data is captured.
- Conducts GIS related needs analysis, summarizes findings, and recommends actions.
- Develops and delivers comprehensive GIS presentations, designs efficient workflows, creates detailed end-user procedures and manuals, maintains an up-to-date GIS data dictionary, and conducts specialized GIS training sessions for users.
- Collaborate on process workflows, application design diagrams, and prototype apps.
- Monitor and recommend performance tuning for GIS-related software, databases, and associated applications.
- Create architectural diagrams for applications based on complex workflows and develop efficient, repeatable scripts to automate recurring tasks.
- Design sophisticated raster- and vector-based GIS analysis and classifications.
- Maintain and augment remote sensing and relational databases.
- Coordinate and conduct GIS training sessions for GIS staff and end users with client-facing application needs.
- Provide GIS guidance and support to the enterprise; act as single point of contact for GIS-related issues.
- Lead transitions of GIS applications to next-generation environments and/or cross-functional systems.
- Provides direction in development of the organization’s demographic database; collaborate with database administrators to achieve this end.
- Coordinate with network engineering to ensure availability, reliability, and scalability of GIS applications to meet business demands.
- Troubleshoot and resolve hardware and software problems.
- Perform data audits and quality control measures.
- Recommend and execute modifications to GIS software in order to improve efficiency, reliability, and performance.
- Develop and maintain GIS manuals and systems documentation.
- Provide guidance to junior members of the team.
- Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to eliminate accidents.

Minimum QualificationsSupervision:Works under the supervision of the Director of Applications or CITO, who establishes goals and objectives, and monitors and evaluates performance.
Minimum Qualifications:Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Degree in GIS or Geography (Cartography), Computer Science, Information Systems, Engineering, or a related field with major course work in GIS.
- Minimum of five (5) years of experience developing and managing enterprise geographic information systems and related geospatial databases.
- Minimum of five (5) years of experience with GIS platforms like ESRI, Open source GIS, other data integration platforms, relational databases, or computer networks.
Preferred Qualifications:- Experience in the following sectors: public transportation, utility, environmental, or public works.
- Proficient with Esri and Open-Source GIS software/platforms (e.g. ArcGIS Pro, ArcGIS Server, ArcGIS Online and Portal, QGIS, GeoServer, OpenLayers, etc.)
- Proficient in field data collection, including setup, configuration, and advanced collection techniques.
- Hands-on hardware and software troubleshooting experience.
- Skilled in automating processes using Python, leveraging its capabilities to improve efficiency and streamline workflows.
- Knowledge of HTML, CSS, and JavaScript
- Ability to present ideas in business-friendly and user-friendly language.
- Effective written and verbal communication and presentation skills.
- Able to possess a California driver’s license and a safe driving record.
- Superior project management skills
