Planner I/II Class SpecificationThis is a deep class series which includes Planner I, Planner II and Associate Planner.
Planner I Definition
Under supervision, performs technical and professional level technical planning and community development work as a staff planner in long range and/or current planning, zoning, and development review; provides information and assistance to property owners, developers, contractors and the public; conducts a variety of studies and prepare and present staff reports; and performs related work as required.
Class Characteristics
This is a deep classification series with multiple levels that are intended to provide recognition for a range of assignment variety and complexity, increasing professional/technical knowledge and skills, independence of decision-making and the impact of such decisions upon the long and short term development and character of the City. Incumbents may advance from the entry to the full working level, based on operational need and assignment by management, as they learn City and departmental practices and procedures. As knowledge and experience are gained, the work becomes broader in scope and assignments are more varied and are performed under more general supervision. Advancement to each higher level class requires gaining the knowledge, skill, experience and credentials that meet the qualifications for that class and demonstrating the ability to consistently perform the work of the higher-level class.
Planner I is the entry level into this professional class series. The work is normally prescreened and reviewed in progress and upon completion. Projects and procedures are standard and well defined. Responsibilities require limited exercise of judgment and alternatives for action are restricted. The supervisor screens assignments for unusual or difficult problems and selects techniques and procedures to be applied on non-routine work. Incumbents receive close supervision on new aspects of assignments and work is reviewed in progress and upon completion.
Planner II Definition

Planner II is the second working level in this class series. Incumbents are not as closely supervised and receive assignments of greater difficulty. The Assistant II level independently evaluates, selects and applies standard urban planning and community development techniques, procedures and criteria, using judgment in making minor adaptations and modifications. Assignments involve investigations with limited numbers of variables. Incumbents receive instructions on specific assignment objectives, complex features and possible solutions. Assistance is furnished regarding unusual problems and work is reviewed in detail upon completion of assignments. Incumbents may need to collaborate the efforts of technicians and others assigned to assist on work assignments.
Essential FunctionsPlanner IEssential Functions- Using clearly defined methods and procedures, incumbent participates as a team member in the work of the department by understanding and implementing assigned duties and responsibilities to support team goals and objectives, applies standard practices and techniques to specific situations, correlates data, recognizing discrepancies in results and following operations through a series of related detailed steps or processes..
- Participates in the ongoing collection, analysis and review of data related to City infrastructure, land use, population trends, open space, environmental concerns, California Environmental Quality Act (CEQA), commercial/industrial/housing ratios, affordable housing, historical preservation, urban design, and architectural design.
- Receives and responds to inquires and requests from other public agencies and private firms.
- Receives and responds to customer service requests at the Development Services Center counter.
- Provides technical expertise in planning, zoning, and/or building codes and processes.
- Reviews plans and permits for completeness, accuracy and compliance with established requirements.
- Collects fees and issues planning approvals and building permits.
- Conducts routine field inspections in connection with applications and assigned projects.
- Coordinates with other City staff and agencies.
- Maintains accurate records and files.
- Prepares standard reports maps, charts, and diagrams for presentation to City Council and the Planning Commission and for internal use.
Marginal Functions- Other duties as assigned.
Planner II Essential Functions - In addition to the duties listed above, incumbent performs work involving conventional types of investigations and surveys, with few complex aspects for which there are no precedents.
- Plans and conducts office and field research related to such matters as conformance to general and specific plan guidelines, zoning text amendments, precise plans for streets and site development and building design.
- Prepares reports and research of standard scope requiring knowledge of standard principles and techniques.
- Coordinates and directs the work of professional service contractors and other public agencies and City departments.
- Directs the work of technical support staff.
- Prepares special reports, studies and correspondence and presentation of reports to The Planning Commission and other public and private groups.
Marginal Functions- Other duties as assigned.
Minimum QualificationsKnowledge, Skills and AbilitiesAll levels:
Knowledge of: Principles, practices, procedures and standards of planning and community development in a municipal setting; practices and techniques of statistical analysis; techniques and materials for the preparation of maps, charts and diagrams; computer applications related to the work, including automated record-keeping and tracking systems; format and standards for planning report preparation and presentation; and techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional and regulatory organizations and with property owners, developers and the public.
Skill in: Developing and conducting standard studies and projects related to planning and community development in a municipal setting; interpreting, applying and explaining laws, codes, regulations, policies and procedures; effectively representing the department and the City in meetings with governmental agencies, community groups, various business, professional and regulatory organizations and individuals; preparing clear and concise staff reports, correspondence, policies, procedures and other written materials; maintaining accurate records and files; and establishing and maintaining effective working relationships with those contacted in the course of the work.
Ability to: Require mobility to work in a standard office setting, drive a motor vehicle, inspect potential development sites, and lift and carry up to 35 pounds; vision to read printed materials and a computer screen and hearing and speech to speak with individuals and groups and converse over the telephone.
Planner II:
In addition to the above, knowledge of: Applicable laws, codes and regulations; zoning and variance standards, master plan elements and site planning considerations; practices of professional service contract administration in a public agency setting; and practices of preparing and presenting effective staff reports.
Skill in: Conducting complete planning and community development research projects, evaluating alternatives, making sound recommendations and preparing effective technical staff reports; and using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
Education/ExperienceAll levels: A combination of education and experience equivalent to graduation from an accredited four-year college or university with major course work in city or urban planning, architecture, geography or a field related to the area of assignment.
Planner I: No experience is required; however some technical-level experience and/or experience as an intern is highly desirable.
Planner II: Two years of progressively responsible current and/or advanced planning or community development experience. Possession of an appropriate MS degree may be substituted for one year of the required experience.
