CITY GOVERNMENT
Long Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager and City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Water and Energy Resources Departments. In 2019, the City of Long Beach and Plenary Properties Long Beach unveiled the completion of the new four-building Long Beach Civic Center, which includes a new City Hall and Port Administration Building. The tree-lined pedestrian plaza is reflective of an innovative public-private partnership and the Civic Center is designed to revitalize the civic core of downtown to serve residents, attract visitors, and provide safe and efficient city operations. The City is supported by a FY23 total budget of $3.2 billion with a General Fund budget of $669 million. It has a FY23 Capital Improvement Budget of $500 million. THE DEPARTMENT


Long Beach Utilities serves nearly 500,000 people in 50 square miles, providing high quality, safe and delicious drinking water and wastewater management for Long Beach, as well as natural gas services for Long Beach and Signal Hill. With the foundation of roughly 500 dedicated employees, the department maintains 1,600 miles of water and sewer mains, 1,900 miles of gas pipeline and a dedicated groundwater treatment plant, and also provides 24/7 emergency response. SALARY & BENEFITS
The Manager of Engineering has a salary range of $169,000 to $253,000. Placement in the range will depend on qualifications. The City's and Department’s compensation package also encompasses an attractive benefits package that includes:

• Retirement - City offers CalPERS with a benefit of 2.5% @ 55 for Classic members or 2% @ 62 for new members as defined by PEPRA, subject to the limitations set by PERS. Employee pays the employee portion. The City also participates in Social Security.
• Deferred Compensation 457(b) Plan - City offers a supplementary retirement savings program (457 plan) through MissionSquare Retirement which includes free financial planning. Employee contribution is optional. City will match up to 2% of base salary .
• Vacation - Twelve (12) days after one year of service; 15 days after four years, six months of service; 20 days after
• 19.5 years of service.
• Executive Leave - Forty (40) hours per year.
• Sick Leave - One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
• Holidays - Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.
• Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 days consecutive days (160 hours) for eligible employees to take paid time to bond with child upon birth, adoption, or foster placement of a child, up to the age of 17.
• Monthly Auto Allowance - $550 per month.

EXAMPLES OF DUTIES

THE POSITION
The Department has an opening for a Manager of Engineering to oversee the Pipeline Infrastructure Division. The Division is in the Department’s Gas Engineering & Regulatory Compliance Bureau, and reports to the Director of Gas Engineering.

The Pipeline Infrastructure Division manages and implements the engineering design and construction management/inspection of the various programs/projects for the renewal and upgrade of the Department’s 1,900 miles of gas distribution pipelines. Programs/projects under the Pipeline Infrastructure Division include gas main and service replacements, valve and station replacements, management of cathodic protection, and gas master planning.

The position is working in-person at 2400 East Spring Street, Long Beach, CA 90806.

EXAMPLES OF DUTIES

• Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment; supports and leads in achieving the Engineering Bureau’s and the Department’s mission, strategic plan, objectives, and values.
• Participates in the development and implementation of goals, objectives, policies, and priorities for engineering programs, plans and services; identifies resource needs; recommends and implements policies and procedures; ensures alignment with the Department's strategic and operational plans.
• Administers the design and preparation of major capital projects utilizing consulting engineering firms or in-house staff; prepares costs estimates; establishes the scope, schedule, and budget for design projects; negotiates and manages consultant contracts; reviews drawings and specifications for compliance with Department standards; interprets specifications and Department policies and initiate and review change orders; prepares periodic project status reports; approves and implements final plans.??
• Monitors, coordinates, evaluates, and provides quality assurance to the development review process for development projects within service areas; reviews and approves developer plans, hydraulic calculations and analyses, and current planning for complex development projects involving natural gas consistent with Department systems and master plan; meets with developers and their engineers to explain and clarify Department criteria.?
• Reviews project documents including, but not limited to, planning, reports, feasibility studies, preliminary design reports, as-built records, and project communications; oversees the creation, deletion, and revision of planning and design criteria, standard drawings, specifications, and design guidelines for CIP projects.
• Oversees preparation of requests for proposals (RFPs); manages selection committee processes and participates in the evaluation of proposals and selection of consultants; negotiates scope of work and fees; manages consultant budgets and schedules; provides quality control; and reviews consultant deliverables.
• Prepares Board and Committee letter packets for project approvals or policy direction and presents at Board and Committee meetings; coordinates with other departments, agencies, and private firms/individuals; prepares and presents presentations to the public, other external agencies, and at professional conferences.
• Aligns the strategic goals and objectives of the Department with the day-to-day activities of the Division.
• Plans, organizes, supervises, trains, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and other rewards to recognize performance; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies in accordance with the Department’s rules, policies, and labor contract provisions; identifies best-of-class work practices among assigned staff and assures uniform adoption of those practices.

REQUIREMENTS TO FILE

MINIMUM REQUIREMENTS

• Graduation from an accredited university or college with a Bachelor’s Degree in Mechanical Engineering, Civil Engineering, or a closely related field. Proof required at time of application. Applicants who possess degrees from colleges or universities from outside the United States must attach proof of educational equivalency.
• Five years of professional engineering experience, which reflect significant responsibility for the design and construction of a variety of natural gas distribution system facilities and projects, with two years being in a supervisory capacity.
• Registration as a Professional Engineer in the State of California. Proof required at time of application.
• A valid California driver license

DESIRABLE QUALIFICATIONS

• Master's degree in Mechanical Engineering, Civil Engineering, or a closely related field.
• Coursework in public administration is desirable.
• Experience and familiarity with compliance regulations related to capital construction programs for natural gas distribution systems.
